Schedule: MondayFriday, 40 hours per week, daytime schedule
Contract Type: Long-term contract/Staff Augmentation

Expected Duration: Approximately three years

Education: Bachelors degree required
Security Requirement: Security screening required; specific onboarding requirements will be confirmed during the process.

The position is a fully onsite, long-term engagement with an anticipated August 2026 start and August 2029 completion.

Required Skills and Experience:

• 10+ years of experience gathering, documenting, and communicating business requirements and/or user stories.
• 10+ years of experience defining and documenting business requirements, user stories, processes, and workflows.
• 10+ years of experience organizing project teams and developing work plans for multiple concurrent projects.
• 10+ years of experience working as a Business Analyst and/or Project Manager.
• 10+ years of experience working in state government.
• 10+ years of experience creating solicitations to acquire IT software and services.
• Bachelors degree from an accredited college or university.

These qualifications must be clearly demonstrated within the candidates resume.

Preferred Qualification:

• Certified Mississippi Purchasing Agent, or CMPA, certification is preferred but not required.

Job Description:

The Lead IT Procurement Officer will manage complex IT procurement, solicitation, business-analysis, project-management, and contract-related activities.

The selected professional will work with business stakeholders, IT teams, procurement personnel, and vendors to identify requirements, develop solicitations, evaluate responses, and support the acquisition of software, technology services, products, and technical resources.

Job Responsibilities:

• Manage contract-related activities for IT procurements in coordination with internal and external stakeholders.
• Provide oversight and project-management leadership for multiple technology procurement initiatives.
• Support the acquisition of IT software, products, professional services, and technical staffing resources.
• Research and evaluate products and services based on business needs and desired outcomes.
• Gather, analyze, document, and communicate business requirements and user stories.
• Define and document business processes, workflows, functional needs, and procurement specifications.
• Develop Requests for Proposals and other formal solicitations for IT goods and services.
• Review and score proposals, bids, quotes, and vendor responses.
• Analyze technical, operational, financial, and procurement information to recommend appropriate solutions.
• Organize project teams and create work plans for multiple concurrent initiatives.
• Coordinate with business users, IT teams, project stakeholders, procurement personnel, and vendors.
• Communicate solicitation requirements and procurement activities to current and prospective vendors.
• Monitor procurement schedules, approvals, deliverables, risks, dependencies, and contract milestones.
