JOB SUMMARY

This position reports to the Treasurer and manages day-to-day operations of CCWA's Treasury function. The Treasury Manager oversees cash management, bank account administration, investment support, debt support, grant draw funding, OPEB activity, revenue collection support, payment controls, and treasury documentation. This role supervises Treasury staff and ensures work is accurate, timely, documented, and aligned with CCWA policies, grant requirements, debt agreements, and Finance Department internal controls.

ESSENTIAL JOB FUNCTIONS

Cash Management & Forecasting

• Manage daily cash position reporting, short-term cash forecasting, liquidity monitoring, and funding recommendations.
• Coordinate funding across operating, capital, debt service, custodial, Rate Stabilization, Renewal and Extension, OPEB, and restricted accounts.
• Prepare, monitor, and report on grant draws, reimbursements, and capital pipeline funding according to grant requirements.
• Review JDE cash accounts for accuracy and work with Finance staff to resolve variances.
• Prepare and review wires, ACH activity, book transfers, trustee transfers, debt service funding, and OPEB funding.

Banking & Investment Administration

• Serve as the day-to-day contact for banking, trustee, lockbox, merchant services, payment processor, and investment administration relationships.
• Manage bank account activity, statements, reporting, setup, signer updates, online banking access, user reviews, and documentation.
• Monitor lockbox activity, merchant settlements, returned items, chargebacks, bank fees, interest earnings, and earnings credit rates.
• Support investment activity to protect principal, maximize income, and maintain liquidity.
• Maintain support for custody, safekeeping, collateralization, and OPEB trust activity, including quarterly committee reporting.

Debt Management & Compliance

• Manage debt administration support for GEFA, WIFIA, revenue bonds, Series 2025 Notes/line of credit, future take-out/refunding bonds, and related obligations.
• Maintain debt schedules, payment calendars, DebtBook records, debt service transfers, unused fee tracking, and draw/reimbursement support.
• Support compliance with the Master Bond Resolution, flow of funds, revenue set-asides, restricted accounts, debt agreements, reserves, and trustee requirements.
• Manage bond trustee and custodial activity, including monthly review of set-asides, transfers, payments, and account activity.

• Support revenue bond refunding/refinancing, construction draws, capital funding schedules, and eligible project cost documentation.
• Develop and maintain financial models to assist with recommendations for short-term and long-term financing needs.

Financial Analysis & Reporting

• Prepare and review treasury reports and dashboards for the Treasurer, CFO, and leadership.
• Prepare month-end and audit schedules for cash, investments, debt, OPEB, restricted funds, grant draws, bank fees, and interest earnings.
• Support ACFR, GFOA, GASB, OPEB, and audit reporting needs related to Treasury activity.

Policy & Internal Controls

• Implement, review, and update internal control policies and procedures related to Treasury functions and Finance Department treasury touchpoints.
• Support updates to CCWA's Investment Management Policy, Debt Management Policy, bank account policies, wire/EFT policy, online banking administration, and fraud control procedures.
• Coordinate with Accounting and Financial Reporting on JDE chart of accounts coding for cash, debt, interest income, restricted funds, transfers, and grant draw entries.
• Oversee process improvements for DebtBook, JDE, BAI files, bank reporting, documentation retention, and treasury workflow efficiency.
• Ensure compliance with state statutes, public funds requirements, debt agreements, municipal practices, and treasury-related best practices.

Supervisory Responsibilities

• Supervise assigned Treasury staff.
• Recruit, select, orient, and train employees.
• Lead employees to accomplish departmental and individual performance results. Communicate job expectations and establish, monitor, and appraise employee performance results.
• Manage, coach, and counsel CCWA employees by ensuring compliance with CCWA policies, procedures, and code of conduct standards.

MINIMUM REQUIREMENTS TO PERFORM WORK

Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field preferred; supplemented by five (5) years of experience in treasury operations, cash management, debt administration, banking, public funds investment, grant draw support, or public finance, including at least two (2) years of supervisory, lead, or project management experience, or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Experience in enterprise finance systems, online banking platforms, and treasury or debt management software is preferred.

Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

Preferred Specific License, Certification, or Training:

• Certified Treasury Professional (CTP).
• Treasury, banking, public finance, or debt management training preferred.

PHYSICAL DEMANDS:

Tasks may involve some pushing and/or pulling of objects and materials of light weight; tasks may also involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
