Public Health Intelligence Analyst

You will do this by developing public health intelligence tools, including systems for data collection and quality assurance. Using this data, you will design and develop reports, dashboards and databases to utilise this information, with the aim of driving evidence-based decision making. Your work will help to improve population outcomes and reduce health inequalities. Alongside this work, you will be given the opportunity to undertake a Level 7 Health and Care Intelligence Specialist Apprenticeship. This will be a 22-month course with funding handled by the local authority. This course will provide you with new learning and skills to be able to lead on analytical projects within Public Health and Population Health. As part of this programme, 1 day per week of your working week will be set aside for study and off‑the‑job learning. What you’ll do - key responsibilities Design, own, maintain and develop data collection and quality assurance systems. Design, own, maintain and develop reports, dashboards, databases and webpages. Provide data and analytical input to public health led assessments and audits. Liaise with customers within the public health team, council and external partners. Attend contract review and engagement meetings. Advise, direct and inform decision making around project implementation, data capture and recording. Respond to ad-hoc enquiries and bespoke analysis requests from service providers, commissioners, members of the public, councillors and other stakeholders. Support Public Health registrars, practitioners and specialists in understanding population health data and statistics. What we’re looking for – knowledge, experience & skills Apprenticeship entry requirements (at least one of the following) Social Sciences undergraduate degree with Research Methods or Statistics and quantitative degree modules, and an undergraduate dissertation with a research or data analysis component. L4 or higher STEM qualification or a related field. Professional qualification with FEDIP at Practitioner or Senior Practitioner level. Equivalent analytical work experience. GCSE Maths and English at Grade 4/C or higher is essential criteria for all apprenticeships (or attained by end of qualification). The programme is suitable for junior level staff with up to 2-3 years experience who want to grow their career from a junior analyst position to a more senior role. It is not suitable for those who hold a public health degree or are educated higher than a Masters Degree level. Learners will need to have studied a statistical module at university or have a willingness to learn and ability to apply stats in a project. An eligible individual is defined as a level 7 apprentice who is: aged 22 or over but is not a care leaver under 25 years not in receipt of an Education, Health and Care Plan (EHCP) Essential job criteria Advanced skills and knowledge of Power Query and Power BI to develop dashboards or reports using complex data from multiple sources. Advanced knowledge of Microsoft Office (Word, Excel, Access) for analysis and presentation of data in reports. An understanding of data protection, ethical issues and confidentiality. Previous experience (preferably in a public health field or local authority or NHS background) of statistical analysis Regular advanced use of Microsoft Excel, Power Queries and Power BI for analytical purposes, preparation and presentation of data. Experience of working with relational databases data matching, data modelling and large datasets. Educated to degree level in statistics or another subject relevant to public health with high statistical content. Able to map logical step-by-step process and to consider design implication in data collection, processing and reporting. Is able to innovate and design dashboards and reports that are accessible engaging and meet the needs of customers. Able to present information clearly, confidently and concisely with attention to detail. Ability to speak fluent English as stated in Part 7 of the Immigration Act (2016). Knowledge of routine information flows, HES data, hospital admissions data, A&E data, mortality, births, mental health, primary care and census data. Knowledge of population level needs analysis and Population Health Management including public health statistical approaches such as standardisation and significance testing, using confidence intervals. Awareness of public health functions and the role of public health within local authorities. Experience of working across organisational boundaries and contributing to reports for local and regional publication. Experienced of training colleagues informally or formally in the use of systems and procedures. Experience of working to deadlines for regular and routine reporting and contributing to reports for a variety of different audiences. Competent in the use of relational databases, data matching, lookups and linkages. Enthusiastic about the public health profession, improving the health and wellbeing of others and addressing health inequalities. Passionate about data process, development and problem solving. Additional Information This is a full-time role working 37 hours a week, including one day committed to studying a Level 7 Health and Care Intelligence Specialist qualification. This is a 22-month apprenticeship course which will be studied within a 3-year, fixed-term working contract. Working base will be County Hall, Taunton, with opportunities for hybrid working. Apprenticeship training will be completed remotely but occasional travel may be required. 30 days of annual leave (additionalto bank holidays). Regretfully, we are unable to offer sponsorship for this role. We are only able toproceedwith candidates who already have the right to work in the UK full time and for at least the duration of the 3-year fixed-term contract, without the need for visa sponsorship.
