Position Summary Manager II – Vital Statistics Section, Works under general supervision of the Registration & Records Management Group Manager. Oversees daily operations of the Records Management team, comprising Program Specialists and/or Customer Service Representatives. Responsibilities Supervise and manage staff in vital records, vital statistics, and customer service functions. Review and approve staff communications for quality, consistency, and professionalism. Act as liaison for legislative, media, and public inquiries on vital records and consult with stakeholders such as local registrars, county clerks, funeral directors, birth registrars, midwives, doctors, and justices of the peace. Provide guidance to the group manager and branch director on non‑standard applications and inquiries. Develop and approve program schedules, priorities, and standards; manage evaluation activities. Assess and provide training, curricula, and materials to meet production goals and program objectives. Contribute to policy and procedure development, monitor compliance, and provide advanced technical expertise. Identify areas needing change, recommend improvements, and prepare management and productivity reports. Maintain knowledge of Texas statutes, policies, rules, and regulations; guide staff accordingly. Manage processing of vital records, including issuance, amendments, and verification certificates. Handle legislative contacts and analyze legislative bills. Monitor, review, and evaluate vital statistics case‑management operations to ensure compliance. Essential Job Functions Attend work on a predictable schedule and perform duties as assigned (45%). Serve as primary technical subject‑matter specialist for vital statistics teams; manage routine and complex customer applications for issuance or amendment of vital records (45%). Oversee Records Management activities, including staff selection, evaluation, training, and program improvements (45%). Perform other related duties, participate in strategic planning, and assist in disaster response or COOP activation (10%). Qualifications Three years of experience interpreting local, state, and federal statutes, policies and procedures; or rules and regulations. Three years of experience working with highly confidential vital records. Three years of experience communicating verbally and in writing with diverse professionals, customers, government officials or the general public. Three years of work experience developing reports and presentations using Microsoft Word, Excel, Visio, PowerPoint. Knowledge, Skills, and Abilities Knowledge of local, state, and federal laws and regulations relevant to the role. Knowledge of principles and practices of public administration and management. Skill in logical reasoning and problem solving. Skill in using MS Office Suite (Word, Excel, database, graphics). Skill in relating complex information verbally and in writing. Skill in analyzing performance reports and devising new methods in research and management. Skill in public speaking, training, and presentations. Skill in interviewing, training, statistical processes, program planning, implementation, and community relations. Skill in interpersonal, telephone, and multiple task communication. Skill in handling multiple tasks/assignments and problem solving. Ability To Interpret public health laws, regulations, and recommendations for vital statistics and vital records. Manage business function or department activities. Establish goals and objectives. Devise solutions to administrative problems. Develop and evaluate administrative policies and procedures. Prepare reports. Communicate effectively. Supervise others. Work independently and exercise sound judgment. Interpret departmental programs, policies, procedures and relevant laws. Exercise judgment and discretion in applying departmental policies. Develop long‑range plans for technical programs and measure achievement of goals. Perform detail‑oriented assignments with accuracy. Gather, assemble, correlate, and analyze information; develop and evaluate policies and procedures. Additional Information This position is required to be on‑site; daily attendance is essential for business continuity.
