Multifamily Portfolio Analyst

Under the direction of the Supervisor I, the Analyst II is responsible for monitoring the fiscal management of a wide range of multifamily properties financed by the Agency, keeping management informed of issues affecting or impacting the portfolio, and reporting on progress of work assignments.


Desirable Qualifications:
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Professional experience analyzing financial statements (e.g., financial statements, budgets, cash flow, or similar reports) to identify issues or trends
  • Knowledge of or experience with multifamily or affordable housing programs , real estate, asset management, or property management
  • Experience working with data to support analysis , including organizing, validating, and interpreting information from reports or information systems
  • Experience interpreting and applying laws, rules, regulations, or program requirements to ensure compliance
  • Experience preparing written analyses or reports for management , including summarizing findings and recommending actions
  • Demonstrated quantitative skills , including performing calculations to support financial or programmatic conclusions

Working Conditions


Hybrid telework schedules are available. The amount of telework is at CalHFA's discretion and is based on operational needs. IN-PERSON ATTENDANCE WILL BE REQUIRED WEEKLY .

Our office is in 500 Capitol Mall , a high-rise building conveniently located in downtown Sacramento with access to public transportation (light rail and bus) and freeways (I-5, 99, and Business 80). It is one block from Downtown Commons (DOCO), the Golden 1 Center, and many restaurants. Employees also have free access to the gym located in the building.

Candidates who are new to state service will be placed at the minumum of the salary range.

MULTIFAMILY PROGRAMS DIVISION: The Multifamily Programs Division is responsible for the financing and ongoing management of California Housing Finance Agency's (CalHFA) Multifamily lending portfolio and subsidy programs. The Asset Management Section oversees the Agency's portfolio of multifamily loans, including financial reviews, physical inspections, monitoring for compliance with regulatory agreements, and administering rental and operating subsidies.

OR

BE TRANSFER ELIGIBLE:
Have current employment with the State of California in the same classification or in a classification that is comparable (employees who wish to be considered based on transfer eligibility must meet the minimum qualifications of the classification per DPA Rule 250)

OR

BE REINSTATEMENT ELIGIBLE:
Have obtained previous permanent employment with the State of California in the same classification or in a classification that is comparable.

Minimum Qualifications

Analyst II
Four years of work experience performing analytical, technical, clerical, and/or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis ;

AND

An additional year of professional analytical and/or technical experience equivalent to an Analyst I, Range C.
