Position Overview

This position is accountable for the design, review, field inspection, and environmental compliance of roadside landscapes and stormwater systems for complex roadway projects in District One. This position focuses on delivering safe, environmentally compatible, high-quality, and low-maintenance highway systems in line with regional policy. 

Essential Functions

• Reviews and prepares roadway landscape design plans, review Stormwater Pollution Prevention Plans (SWPPP), providing subject matter expertise on landscape restoration, tree preservation, native planting, and overall roadside aesthetics.
• Drafts comprehensive landscape plans, specifications, and estimates (PS&E) for landscape construction and maintenance contracts.
• Develops conceptual landscape designs and plant material appraisals for the Bureaus of Programming and Land Acquisition.
• Evaluates and provide technical comments on roadside-related permit requests for the Bureaus of Traffic and Bureau of Utilities.
• Serves as the technical expert for resident engineers, providing landscape and erosion control guidance during the construction phase.
• Conducts onsite field inspections of all vegetation materials, erosion control installation for contract compliance, and submits detailed documentation to the Bureaus of Materials and Construction.
• Executes all duties in strict adherence to departmental safety rules and professional ethics, ensuring fair and equitable treatment of all staff.
• Directs communication with public officials and citizens to resolve complaints, mitigate environmental impacts, and promote a positive public image of Department practices.
• Maintains organized, retrievable contract archives and ensure accurate documentation of all work performed and materials inspected.
• Performs duties in compliance with departmental safety rules. Preforms all duties in a manner conducive to the fair and equitable treatment of all employees.
• Performs other duties as assigned.

Minimum Qualifications

• Completion of a bachelor's degree in landscape architecture.
• This position requires possession of a state of Illinois Department of Agriculture pesticide license or equivalent from an adjacent state (MO, IA, WI, IN or KY).
• Three years of experience in landscape architecture.
• One year of supervisory experience of governmental policies and procedures.

Preferred Qualifications

• Advanced knowledge of urban roadside vegetation, native prairie restoration, and sustainable erosion control management, with a focus on long-term durability and low maintenance.
• Significant experience utilizing Computer Aided Design and Drafting (CADD) and Geographic Information System (GIS) software for high-precision landscape design, spatial analysis, and infrastructure mapping.
• Proficiency in interpreting and applying field survey data to verify site conditions, evaluate grading and drainage requirements, and ensure the high-precision implementation of roadside landscape features.
• Exceptional oral and written communication skills, with a proven ability to translate technical landscape concepts for public officials, contractors, and community stakeholders.
• Demonstrated excellence in organizational planning, with the ability to manage multiple complex contracts, budgets, and timelines simultaneously with minimal supervision.

• Must obtain Rights-of-Way, Turf, Ornamental and Aquatics pesticide licensure within five months of hire.
