Job Description

The Technical Services Supervisor provides technical leadership and operational oversight for substations, SCADA systems, distribution automation, metering, and system reliability programs. This role bridges engineering, field operations, and system planning to ensure equipment is properly maintained, power quality issues are resolved quickly, and the electric system remains safe, reliable, and compliant. The position plays a key role during emergencies and participates in duty supervisor rotations as needed, directly influencing reliability and service quality for rural communities.

Responsibilities

• Provide technical leadership and operational oversight for utility substations, SCADA systems, distribution automation, AMI, metering, and system reliability programs.

• Bridge engineering, field operations, and system planning to support safe, reliable, and compliant operation of the electric system.

• Oversee both planning and ongoing operational support for transmission and distribution systems, including switching procedures and maintenance standards.

• Supervise and coordinate the work of Systems Engineers, Substation Foremen, Substation Technicians, and AMI/SCADA Technicians.

• Partner closely with Engineering and Operations leadership to align technical initiatives with organizational goals.

• Maintain strong hands-on oversight of substations, breakers, reclosers, regulators, transformers, capacitor banks, and related equipment.

• Manage SCADA systems, including servers, databases, graphical user interfaces, load management software, and field communications.

• Oversee distribution automation technologies and AMI/meters for residential and commercial services.

• Act as the technical escalation point for voltage complaints, transformer issues, load balancing, and power quality investigations.

• Support line crews and engineering studies to maintain reliable service across a rural service territory.

• Ensure that designs, construction, and maintenance activities meet safety, regulatory, and engineering standards.

• Apply deep knowledge of RUS specifications, NESC, cooperative service rules, and utility practices in daily decision-making.

• Support generator interconnections, line loss analysis, power factor correction, sectionalizing studies, and long-range system planning.

• Contribute to environmental reporting and compliance related to system operations and infrastructure.

• Communicate clearly and professionally with members, regulators, and internal stakeholders regarding technical issues and service reliability.

• Participate in emergency response and storm restoration efforts, including duty supervisor rotations and extended or irregular hours when required.

• Work both indoors and outdoors in all weather conditions to provide field oversight and technical support.

• Troubleshoot complex system issues across substations, distribution networks, SCADA, and automation systems to restore service efficiently.

• Promote and uphold a strong safety culture in all engineering, construction, and maintenance activities.

Essential Skills

• Bachelor's Degree in Engineering from an ABET-accredited program plus at least 5 years of experience in the electric utility industry, OR 10 or more years of equivalent electric utility experience in lieu of a degree.

• Demonstrated expertise in utility substation and distribution systems, including transmission and distribution standards.

• Strong hands-on and supervisory knowledge of substations, breakers, reclosers, regulators, transformers, capacitor banks, and transmission/distribution systems.

• Proficiency in switching procedures, equipment maintenance standards, and operational best practices for utility systems.

• Direct experience with SCADA systems, including servers, databases, graphical interfaces, load management software, and field communications.

• Experience overseeing distribution automation technologies and AMI/meters for residential and commercial service.

• Deep knowledge of RUS specifications, NESC, cooperative service rules, and utility practices.

• Strong written and verbal communication skills with the ability to interact professionally with members, regulators, and internal teams.

• Ability to work extended or irregular hours during outages or emergencies.

• Ability to work indoors and outdoors in all weather conditions.

• Successful completion of pre-employment drug screening.

Work Environment

This role operates in a combination of office-based engineering settings and field oversight at substations, distribution facilities, and outdoor work sites. The position involves close collaboration with Engineering, Operations, and technical field teams, providing broad exposure to SCADA systems, distribution automation technologies, AMI/meters, and transmission/distribution infrastructure. Work hours may include extended or irregular periods during outages, emergencies, and storm restoration efforts, as well as participation in duty supervisor rotations. The role includes occasional travel and overnight training, and requires comfort working in all weather conditions around energized equipment and utility facilities within a mission-driven, community-focused cooperative culture.

Job Type & Location

This is a Contract to Hire position based out of Warsaw, VA.

Pay and Benefits

The pay range for this position is $40.08 - $84.13/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
