Human Resources Director

Direct and supervise Human Resources Department operations, staff, budget, and work priorities.

Advise Commissioners Court, elected officials, and department heads on personnel policies, employee relations, discipline, compensation, benefits, and employment practices.

Develop, recommend, interpret, and administer County human resources policies, procedures, classifications, pay practices, and related programs.

Ensure compliance with applicable federal and Texas employment laws, including FLSA, FMLA, ADA, Title VII, EEOC requirements, workers' compensation, and applicable public-sector requirements.

Oversee recruitment, selection, onboarding, performance management, employee development, succession planning, and separation processes.

Administer employee benefits programs and coordinate with vendors, insurers, payroll, risk management, and legal counsel as appropriate.

Lead employee-relations matters, investigations, grievance and complaint processes, and workplace conflict resolution; document matters thoroughly and handle sensitive information with discretion.

Maintain accurate, secure personnel records and HR information systems; prepare reports, analyses, and recommendations for County leadership.

Monitor legislation, court decisions, and professional practices affecting county employment; recommend timely policy or operational changes.

Perform other related duties as assigned.

Bachelor's degree from an accredited college or university in human resources, public administration, business administration, organizational leadership, or a closely related field.

At least five years of progressively responsible human resources experience, including at least three years in a supervisory, management, or senior leadership role.

Demonstrated experience with employee relations, investigations, disciplinary matters, policy development, benefits, compensation, recruitment, and employment-law compliance.

Thorough knowledge of federal and Texas employment laws and regulations applicable to public employment.

Ability to communicate clearly and professionally, analyze complex personnel issues, make sound recommendations, and maintain strict confidentiality.

Valid Texas driver license, or ability to obtain one within 90 days of employment.

Master's degree in a related field.

Senior Professional in Human Resources (SPHR), SHRM Senior Certified Professional (SHRM-SCP), IPMA-SCP, or comparable professional certification.

Human resources leadership experience in county, municipal, state, school-district, or other public-sector government.

Experience with governmental benefits, retirement, payroll or timekeeping systems, risk management, and Commissioners Court or board-level presentations.

Experience with WorkDay HCM software highly desired.

The successful candidate will have a working command of public-sector HR management; employment-law compliance; compensation, classification, and benefits administration; personnel investigations; records management; and supervisory practices. The candidate must be able to build effective professional relationships across independently elected offices and departments, manage competing priorities, prepare clear written materials, use sound judgment, and exercise fairness, integrity, and discretion.

Work is primarily performed in a professional office setting with routine use of standard office equipment. The position may require attendance at Commissioners Court meetings, trainings, and other County functions.
