Job Information

Deputy City Clerk II positions supervise subordinate staff in the preparation, distribution, scanning and uploading of City Council docket and land use hearings items; compose docket items; prepare notices for City Council meetings and public hearings; retrieve, review and disseminate information from City files and records, and other source documents (e.g., San Diego City Charter, Municipal Code, Administrative Regulations, California Brown Act); process documents generated from Council actions; review and prepare land use and street work items; maintain computer databases; work closely with other departments and outside applicants on land use projects; maintain City manuals; generate and post materials according to the Brown Act; scan and upload late-arriving materials related to legislative hearings; conduct research on requests from the public, other City Departments, Mayor and City Council Offices; conduct appropriate, timely distribution of public correspondence; process Public Records Act and intra-agency research requests and land use appeal items as appropriate; prepare correspondence; assist with the Passport Acceptance Facility, or assist with public outreach and/or clerical duties as part of the department's monthly Naturalization Ceremony Passport Fairs; and perform other duties as assigned. Deputy City Clerk II positions assigned as Passport Acceptance Agents supervise subordinate staff in the processing of passport applications, taking and printing of passport photographs, and creation and mailing of daily transmittals; provide timely and accurate information to the public regarding federal requirements; oversee work flow in the Passport Acceptance Facility; maintain equipment and supplies for passport services; gather and maintain records and statistics regarding customers, revenue and expenses; review, compose and prepare informational materials regarding passport services (both print and web-based); prepare correspondence; work closely with City, U.S. Department of State and U.S. Citizenship & Immigration Services personnel as appropriate on passport-related matters; track progress of goals for the section; and perform other duties as assigned.

NOTES:

  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:
    • 3.5% effective 7/1/27
    • 2% effective 7/1/28
    • 2% effective 1/1/29
  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).
  • Per Code of Federal Regulations 51.22(c) Deputy City Clerk II positions assigned as Passport Acceptance Agents must be a U.S. citizen or a U.S. non-citizen national, age 18 or older, free of any federal or state felony conviction, free of any misdemeanor conviction for crimes involving moral turpitude or breach of trust, including but not limited to embezzlement, identity theft, misappropriation, document fraud, drug offense, or dishonesty in carrying out a responsibility involving public trust.
  • Some Deputy City Clerk II positions assigned as Passport Acceptance Agents MUST pass an annual federal examination.

Minimum Requirements

You must meet the following requirements on the date you apply, unless otherwise indicated.

EXPERIENCE: Three years of full-time clerical experience researching, retrieving and disseminating complex information from manuals, records, files and other source documents; processing passport applications; reviewing and preparing items for inclusion in a regularly published legislative docket; coordinating land use or street work public hearing items and legal notices; or processing documents for legally mandated filings and proceedings to include municipal elections, lobbyist registrations and campaign disclosures.

NOTE:

  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

LICENSE: A valid California Class C Driver License may be required at the time of hire.

Screening Process

If you are successful in this initial screening process, your application will be reviewed for applicable education, experience, and/or training to ensure all minimum requirements have been met. Successful candidates will be placed on a list which will be used to fill position vacancies during the next six months (180 days). For each vacancy, only those candidates with the most appropriate qualifications will be contacted by the hiring department for an interview.

PRE-EMPLOYMENT REQUIREMENTS: Employment offers are conditional pending the results of all screening processes applicable to this position, which may include the following: confirmation of citizenship or legal right to work in the United States; completion of a pre-employment medical review and exam (which may include drug and alcohol testing); reference checks; and fingerprinting. Fingerprints will be submitted to the Federal Bureau of Investigation and the California Department of Justice for a conviction record report. Certain positions may require additional screening processes, including a polygraph examination and/or background investigation. All screening processes must be successfully completed before employment begins. A positive test result for alcohol, cannabis/marijuana, illegal drugs, or inadequately explained prescription drugs, or misrepresentation, falsification, or omission of pertinent facts in any step of the screening or selection process, may constitute cause for disqualification or termination of employment.
