Benefit Program Senior Specialist-Foreign Labor

This position serves as Foreign Labor Certification (FLC) staff for the Office of Workforce Development Maintain thorough knowledge of all state and federal regulations governing the hiring of non-agricultural and agricultural temporary workers Process H-2A temporary agricultural applications and H-2B temporary non-agricultural Foreign Labor Certification (FLC) applications Assist employers with the completion of job orders using FLC guidelines. Assist with coordination of job orders between the job centers and employers related to Foreign Labor when needed. Develop, provide, and/or deliver program specific training or technical assistance when needed. Respond verbally and/or in writing by using knowledge (policy/procedures, answering questions directly) Conduct H-2A housing inspections, following ETA/OSHA standards or county, state and federal standards. Communicate deficiencies to employer for corrections. Prepare housing inspection reports. Complete federal reporting requirements for the Foreign Labor programs. Respond and adapt to policy changes issued by updating all training documents, forms, policies and marketing materials. Create and organize paper and/or electronic records maintenance system for job orders, program correspondence, housing inspections, etc. Represent the agency at events (meetings, roundtables, workshops, conferences, etc.) to promote the workforce system. Participate as team member around internal and external special projects to leverage expertise, provide input, make suggestions and/or help create plans to improve performance and achieve common goal Demonstrate regular and reliable attendance Perform other related work as assigned Beneficial education and/or work-related experience includes technical or professional experience in business, personnel, public administration, or closely related area, including military service.
