The Opportunity

Reporting to the Director, Data & Systems , the Business Systems Analyst will help implement, administer, secure, and continuously improve the SaaS platforms and reporting that support Hively’s programs, with an initial focus on the Measure C Subsidized Child Care Contracted Slots and Operating Grants programs.

This is a hands-on application and data systems role, not a traditional desktop, network, or server administrator position. The role will focus on business requirements, user acceptance testing, reporting and dashboards, SaaS platform configuration, business rules, data quality, security, and technical troubleshooting

The position will work closely with the Director, Data & Systems; program and operations staff; Data & Reporting staff; Compliance, Finance, software vendors, and external partners to translate business requirements into reliable, secure, and scalable technology solutions.

What you will do:  

SaaS Platform & Business Rules Administration 

• Administer and support Hively’s program technology platforms, with an initial focus on systems supporting Measure C Contracted Slots and Operating Grants.

• Configure workflows, business rules, reference data, notifications, and other system settings based on approved program requirements.

• Partner with program teams, the Director of Data & Systems, and software vendors to gather and document business requirements (process maps, user stories, acceptance criteria) and translate them into effective system configurations.

• Maintain clear documentation of system configurations, business rules, workflows, and technical decisions.

Reporting, Dashboards & Data Insights 

• Work with leadership and program managers to define the key metrics and questions they need answered, including enrollment, slot utilization, provider payments, and grant performance.

• Design, build, and maintain reports and dashboards that give leadership a clear, accurate view of program operations.

• Validate report logic against source systems, document metric definitions, and help staff interpret results.

• Support recurring and ad hoc reporting to funders, including county, state, and First 5 Alameda County requirements.

User Acceptance Testing & Release Readiness

• Plan and lead user acceptance testing (UAT) for new functionality, vendor releases, upgrades, and configuration changes, including test plans, test scripts, and recruiting and coaching program staff testers.

• Coordinate release communications and end-user training so staff know what is changing and why.

• Track defects and vendor issues through resolution, and make go/no-go recommendations based on test results.

Data Quality and Integrations

• Help ensure data accuracy through validation rules, exception reporting, duplicate controls, and reconciliation.

• Monitor scheduled data exchanges between program systems and partner agencies, and work with vendors to resolve failures.

Security, Compliance & Technical Support 

• Administer user access and role-based permissions using least-privilege principles and support periodic access reviews.

• Support compliance with Hively and First 5 Alameda County requirements related to privacy, security, auditability, data sharing, and record retention.

• Serve as a technical escalation point for complex application, integration, and system issues and coordinate resolution with vendors.

• Maintain audit-ready documentation of access, system changes, testing, incidents, and other key administrative activities.

What you should bring: 

• Bachelor's degree in Information Systems, Business, Computer Science, or a related field, or equivalent relevant experience .

• Three or more years of experience as a business systems analyst, business analyst, or in a similar role supporting enterprise or SaaS business applications.

• Demonstrated experience gathering and documenting business requirements, including process mapping, user stories, and acceptance criteria.

• Experience building reports or dashboards for leadership audiences, and translating data into clear, decision-ready information.

• Experience planning and leading user acceptance testing, including writing test scripts and coordinating business testers.

• Working knowledge of relational data concepts and the ability to write or interpret basic SQL queries.

• Hands-on experience configuring business applications (workflows, business rules, roles and permissions).

• Strong facilitation and communication skills, with the ability to work with both non-technical program staff and technical vendors.

• Strong documentation and organizational skills, and the ability to manage multiple priorities in an evolving environment.

Preferred Knowledge, Skills and Abilities 

• Experience with MCT Technologies products such as CareConnect, CareWait, CareControl/CC4, or MyCareConnect.

• Hands-on experience with one or more business intelligence or reporting platforms, such as Power BI, Tableau, or Looker Studio, including building data models, calculated metrics, and dashboards for non-technical audiences.

• Experience supporting systems that manage grants, payments, contracts, eligibility, or case management.

• Experience working in nonprofit, government, human services, child care, public benefits, or other publicly funded environments.

• Familiarity with APIs, data exchange formats (JSON, CSV), or secure file transfer.

• Familiarity with privacy and security frameworks such as HIPAA, FERPA, SOC 2, or NIST.

• Business analysis certification (CBAP, CCBA, or PMI-PBA) is a plus but not required.

• Ability to sit at a desk, conference table or in meeting rooms of various configurations for extended amounts of time

• Ability to stand for extended amounts of time

• Manual dexterity to use a telephone and computer

• Facility to hear and understand speech at normal room levels, and to hear and understand speech on the telephone

• Facility to speak in audible tones so that others may understand clearly in normal conversations and over the telephone 

• Mental acuity to perform the essential functions of this position in an accurate and timely fashion; to make good judgments and decisions; and to evaluate the results of decisions and judgments
