Early Childhood Principal

The Early Childhood Principal serves as the instructional leader for the district's Early Childhood Program, including Preschool (general education and Preschool Students with Disabilities), Kindergarten, and Grade 1. The Principal is responsible for the planning, implementation, supervision, and evaluation of all educational programming and operations at the early childhood level. This role ensures alignment of curriculum, instruction, and assessment practices with the New Jersey Student Learning Standards and Preschool Teaching and Learning Standards, and compliance with all applicable federal and state regulations including the Individuals and Disabilities Education Act (IDEA), Preschool Expansion Aid (PEA) requirements, Grow NJ Kids quality standards, and New Jersey Administrative Code governing preschool education and early elementary programming.

Primary Responsibilities

• Instructional Leadership (PreK - Grade 1)
  • Provide leadership in the development, implementation, and evaluation of curriculum and instruction for Preschool, Kindergarten, and Grade 1.
  • Ensure instructional practices are developmentally appropriate and aligned to NJ Student Learning Standards and NJ Preschool Teaching and Learning Standards.
  • Promote inclusive educational practices for Preschool Students with Disabilities (PSD).
  • Monitor implementation of early literacy, numeracy, and social-emotional learning initiatives.
  • Support the use of formative and benchmark assessment data to guide instruction and early intervention.
• Preschool Program Oversight
  • Oversee the district's general education preschool program and PSD classrooms.
  • Ensure program implementation consistent with NJDOE Preschool Program Implementation Guidelines.
  • Monitor classroom environments for compliance with licensing, health, safety, and programmatic requirements.
  • Coordinate collaboration between general education and special education preschool staff.
  • Support transition planning from Early Intervention into district preschool programming.
• Grow with NJ Quality Rating Improvement System (QRIS) Alignment
  • Ensure programmatic alignment with Grow NJ Kids standards for preschool quality.
  • Monitor classroom environments and instructional practices to support continuous quality improvement.
  • Collaborate with teaching staff to support achievement and maintenance of Grow NJ Kids ratings.
  • Coordinate professional development aligned to QRIS indicators including family engagement, curriculum, assessment, and workforce qualifications.
  • Maintain required documentation and support monitoring visits as required by the NJ Department of Human Services.
• IDEA Early Intervention Transition Compliance
  • Coordinate with Early Intervention service providers to ensure timely and compliant transition of eligible students into district preschool programming by age three.
  • Ensure required transition planning conferences occur within federally mandated timelines.
  • Support Child Study Team members in conducting timely evaluations and eligibility determinations.
  • Ensure implementation of IEPs by the child's third birthday in accordance with IDEA Part B requirements.
  • Monitor transition documentation and maintain compliance with NJAC 6A:14 and IDEA regulations.
• Preschool Expansion Aid (PEA) Program Expectations
  • Ensure implementation of Preschool Expansion Aid program requirements, including curriculum fidelity, class size limitations, and staffing qualifications.
  • Monitor compliance with PEA mandates regarding certified teachers and instructional support staff.
  • Support implementation of approved preschool curricula and assessment tools.
  • Oversee scheduling to ensure provision of required program hours.
  • Collaborate with district administration regarding PEA budget planning and reporting.
  • Ensure compliance with NJDOE monitoring protocols related to Preschool Expansion Aid funding.
• Special Education (Early Childhood)
  • Ensure implementation of IEPs for preschool and primary grade students.
  • Collaborate with Child Study Team members and related service providers.
  • Monitor instructional support for students receiving special education services.
  • Support inclusion and Least Restrictive Environment (LRE) practices.
• School Climate and Student Development
  • Foster a positive and developmentally appropriate school climate.
  • Support implementation of Positive Behavioral Interventions and Supports (PBIS).
  • Oversee student attendance and intervention strategies for early learners.
  • Address student discipline in accordance with district policy and NJDOE regulations.
• Staff Supervision and Evaluation
  • Supervise and evaluate instructional and support staff assigned to the Early Childhood Program.
  • Conduct observations in accordance with AchieveNJ regulations.
  • Facilitate professional development focused on early childhood best practices.
  • Promote collaborative planning and articulation across PreK-Grade 1.
• Family and Community Engagement
  • Promote family engagement in early childhood education.
  • Support parent education initiatives related to early literacy and school readiness.
  • Coordinate preschool and kindergarten registration and orientation programs.
  • Communicate regularly with families regarding student progress and program initiatives.
• Operational Responsibilities
  • Assist in the development and management of the Early Childhood Program budget.
  • Ensure accurate student enrollment and class assignments.
  • Maintain compliance with health, safety, and reporting requirements.
  • Collaborate with the Director of Student Services regarding PSD programming.
  • Prepare reports for the Superintendent and Board of Education as required.

Required Knowledge, Skills, and Abilities:

• Knowledge of early childhood development and instructional practices.
• Familiarity with NJDOE Preschool Teaching and Learning Standards.
• Understanding of IDEA as it relates to preschool-aged students.
• Knowledge of Grow NJ Kids quality standards and Preschool Expansion Aid requirements.
• Strong leadership, communication, and organizational skills.
• Ability to work collaboratively with staff, families, and community partners.
