Economic Support Specialist

Interviews will be conducted on Wednesday, September 9, 2026. Possibility of Hybrid after the training period is completed. This is a Monday through Friday position 8:00 a.m. to 4:30 p.m. Purpose of Position: The Economic Support Specialist serves as the primary point of contact for individuals seeking assistance through public benefit programs and must maintain thorough knowledge of all applicable Federal, State, and County policies, rules, and regulations. Work involves screening and interviewing applicants for financial and non-financial information to determine eligibility for public assistance programs which include Food Share; Child Care; and Medical Assistance. Essential Duties and Responsibilities The following duties are normal for this position. These are not to be construed as exclusive or all -inclusive. Other duties may be required and assigned. Gather and verify client dataregarding/determining eligibility for applicable benefits. Provide information, counseling and referralsregarding benefit programs. Refer and coordinate cases and referral for other services. Prepare andmaintain records and reports. Provide direct application assistance forobtaining/maintaining applicable benefits. Obtain andmaintain ongoing requiredtraining and certifications. Refer appropriate cases for front-end verification and possible fraud investigation. Economic Support Specialist (as assigned) Perform face-to-face, phone, mail in, on-line interviews, and input datain CWW/CARES state database for eligibility determinations, reviews, changes,and casenotes regarding programs andeligibility requirements. Gather and verify confidential client data relating to employment, investment, insurance, and tax issues, and inputs the data in the Wisconsin CARES Worker Web (CWW) system for eligibility determinations/redeterminations and changes. Request verifications as policy dictates. Long Term Care Medicaid (as assigned) Calculate patientliability, impropertransfer ofassets, authorize payment ofguardianship-related fees, and submit appropriate paperworkto State Estate Recovery Program. Determine eligibility for waiver service and cost share amountsin cooperationwith case managers in the managed careorganizations andthe ADRC. Work closely with estateplanners, Corporation Counsel and certify medical institution cases. Enter assets into the computer basedAVS AssetMatch State database. Have a completeunderstanding ofthe definition of divestment and understand how divestment appliesto LTC Medicaid eligibility. Have an understanding of Undue Hardship in referenceto divestment and spousal impoverishment. Have acompleteunderstandingofthedefinitionofspousalimpoverishmentandunderstandhow spousal impoverishment applies to LTC Medicaid eligibility. Elderly/Blind andDisabled Medicaid (as assigned) Enter assets into the computer basedAVS AssetMatch State database. Have complete understanding of Medicaiddeductibles. Ability to clearly communicate informationto consumers onMedicaid deductibles and how Medicaid deductibles can be metwith the appropriate medical expenses. Able to determineeligibility forthe Medicaid Purchase Plan Program. Child Care (as assigned) Conduct home visits to inspect,certify, review and approve or deny applications for certification from county child care providers. Request verifications as policy dictates. Monitor certified countychild careproviders to ensure that applicable statute and administrative rule requirementsare being met. Knowledge ofreferral processes forYoungstar, WI Shares, Western DairylandChild Care Food Program, Central Wisconsin Early Education Resources and anotherprograms relating to child care. Identify the importance ofchild care and certification tocompile progressive ideas for promotion of childcare. Compile information,initiate, organize andmaintain program records and provider files and entersinto the Wisconsin Child Care Regulatory System(WISCCRS). Enter the hourlyrates for licensed providersin the State Child Care Statewide Administration (CSAW) computer system. Maintain professional working relationship with clients, customers, outside agencies, County departments, general public, and supervisors and co-workers. Provide clear, concise, andappropriate communication, both verbally andin writing to clients, families, outsideagencies orthe Courts as requested or required. Maintain professional appearance and demeanor. Conduct interactions with clients, outside agencies, and the public in a manner, which reflects positively on the Western Region for Economic Assistance consortium and the Clark County Department of Social Services. Follow Department and unit polices/procedures and adhereto the Clark County Employee Handbook and Administrative Manual. Perform other duties as assigned. Minimum Training and Experience Required to Perform Essential Job Functions Bachelor of Arts or Science degree from an accredited college or university, preferably in a human service or a financial related field. If a person does not meet the educational requirements, a minimum of two years of experience performing the required essential duties and responsibilities is required. Must successfullycompleteDHS andWREA New WorkerTraining as required. Must possess a valid driver's license and own a reliable vehicle with automobile liability insurance that meets the minimum County coverage to perform off-site responsibilities as assigned.
