Job Summary: We are seeking an experienced Ready To Operate (RTO) Manager to lead operational readiness activities for a major industrial manufacturing project in Cedar Rapids, IA. This individual will play a critical role in ensuring the successful transition from project execution to safe, reliable, and sustainable plant operations.
The RTO Manager will serve as the bridge between engineering, commissioning, construction, maintenance, HSE, and operations teams to ensure all systems, processes, staffing, and documentation are fully prepared for Day One operations.
This is a highly visible leadership role supporting a large-scale industrial facility startup and long-term operational success.
Key Responsibilities
- Operational Readiness & Startup
- Develop and manage the Operational Readiness (OR) strategy and execution plan aligned with project milestones
- Coordinate readiness activities across engineering, commissioning, maintenance, operations, and HSE teams
- Ensure systems, processes, personnel, and documentation are fully prepared prior to handover
- Commissioning & Handover Support
- Partner closely with commissioning and engineering teams on:
- System turnover and commissioning activities
- Startup readiness reviews
- Punch list management
- Turnover documentation and handover processes
- Support operator involvement during commissioning and SAT activities
- Operations & Maintenance Readiness
- Ensure operational teams are prepared with:
- SOPs and work instructions
- Training programs
- Permit-to-work and LOTO procedures
- Emergency response processes
- Maintenance strategies and spare parts planning
- Support CMMS/EAM readiness, including asset hierarchy, maintenance plans, and BOM development
- HSE & Compliance
- Support startup safety reviews (PSSR)
- Ensure compliance with OSHA, environmental, and regulatory requirements
- Participate in risk assessments, HAZOPs, and safe work practice development
Qualifications Required
- Bachelor's degree in Engineering (Mechanical, Chemical, Electrical, Industrial, or related field)
- 10+ years of experience in industrial manufacturing, chemical processing, refinery, petrochemical, utilities, or related industries
- 5+ years of experience supporting:
- Commissioning
- Plant startup
- Operations
- Maintenance
- Capital project execution
- Strong understanding of operational readiness, commissioning, maintenance, and plant operations
- Experience working in highly regulated industrial or PSM environments
- Familiarity with CMMS/EAM systems such as SAP
- Strong leadership, communication, and cross-functional coordination skills
Preferred
- Operational Readiness or startup leadership experience on greenfield or brownfield projects
- PMP certification
- Experience with EPC-driven industrial projects
- Knowledge of HAZOP, PSSR, LOTO, and permit-to-work system
