Summary See below for important information regarding this job. Duties Provides enterprise-level analysis, strategic planning, and operational support for DLA EEO programs, reforms, and priorities. Evaluates operations, workflows, timeliness, workload, service-delivery trends, and internal controls to identify risks, gaps, and opportunities for greater consistency, efficiency, accountability, and compliance. Develops and matures enterprise EEO governance through policies, procedures, standard operating procedures, decision frameworks, defined roles, performance measures, and management reviews. Applies federal EEO authorities and guidance, conducts policy and process crosswalks and program evaluations, documents findings, and monitors corrective actions. Supports modernization of reasonable accommodation process, complaints process and other EEO service-delivery systems. Maps workflows; develops and tests requirements; monitors case status and implementation and so on. Develops standardized dashboards, trackers, metrics, data definitions, reporting templates, and repositories that provide timely, actionable information while protecting sensitive and Privacy Act data. Validates quantitative and qualitative information, identifies trends and root causes, and prepares executive briefings, decision papers, reports, talking points, implementation plans, and recommendations. Plans EEO reform, training, compliance, and process improvement with DLA components, partners, resource offices, and oversight organizations. Sets milestones, owners, measures, and deliverables; tracks progress, barriers, and outcomes; supports audits and data calls; and may oversee American Sign Language, analytical, training, or other EEO contracts. Qualifications To qualify for a Program Analyst your resume and supporting documentation must support: Analyzing the operations of a federal EEO, civil rights, human resources, employee relations, disability, reasonable accommodation, compliance, or comparable organizational program. Experience must include identifying risks, process gaps, performance trends, and improvement opportunities and communicating findings, risks, and recommendations through executive-level briefings, decision papers, reports, or other professional products; Developing or evaluating program governance products, including policies, procedures, standard operating procedures, workflows, internal controls, roles and responsibilities, implementation plans, or performance measures. Experience must include coordinating implementation across multiple functional organizations; Using quantitative and qualitative information to build or maintain dashboards, trackers, reports, or other management tools. Experience must include validating information, translating findings into actionable recommendations, and monitoring project deliverables, milestones, progress, barriers, and results; and Researching and applying laws, regulations, policy, or formal guidance to assess program operations and recommend compliant courses of action. Experience must include coordinating process-improvement or corrective-action initiatives with organizational stakeholders. Drug-Free Workplace Policy The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
