Job Summary Within broad parameters and in accordance with general organizational requirements and accepted practices, conducts Greenville City Fire Department (GCFD) emergency medical services (EMS) training, ensures current and effective training, and performs EMS related administrative duties. Coordinates, implements, and delivers EMS training programs and activities. Works with Assistant Fire Chief of Medical to evaluate the effectiveness of the training program to achieve departmental goals. Supervises and evaluates recruits during orientation program to ensure proficiency in medical operations skills. Coordinates and supervises the training activities of Platoon Medical Officers. Supervises the delivery of EMS training programs and evaluates performance of Fire Department personnel during training activities. Ensures accuracy of data in the records management system through Quality Assurance and Continuous Quality Improvement (QA/CQI). Researches training programs, develops new training curricula, and researches new available technology for tools and equipment. Collaborates with Greenville County EMS to ensure compliance with the Continuing Education Program (CEP) standards. Collaborates with Medical Control and South Carolina (SC) Department of Labor, Licensing and Regulation (LLR) to ensure compliance. Serves on committees and task groups as assigned. Serves on-call on a rotating basis to provide logistical support to Fire Suppression during emergency and non-emergency situations. Assumes duties of the Assistant Fire Chief of Medical in his/her absence. Essential Functions Conduct Fire Department Medical Training: Under direction of the Assistant Fire Chief of Medical, prepare and deliver assorted training programs and activities for the department. Research training programs, update existing programs, and research new available technology available for tools and equipment. Training programs and activities include, but are not limited to, recruit schools’ medical orientation, initial Emergency Medical Technician (EMT) academies, continuing education, CPR certifications, active threat, and field mentorship. Prepare schedules and coordinate attendance of personnel and equipment for activities. Coordinate and supervise activities of Platoon Medical Officers as it pertains to training activities. Supervise and evaluate recruits during recruit schools and orientation program to ensure proficiency in proper application of medical techniques and procedures. Supervise the delivery of medical training programs and evaluate performance of Fire Department personnel during training activities. Coordinate EMS training programs with the GCFD Training division. Conduct QA/CQI Activities: Review EMS patient care reports and evaluate protocol compliance. Identify trends and lead case reviews, and implement improvements where needed. Maintain QA/CQI documentation and develop training updates based on findings from the QA/CQI process. Coordinate QA/CQI activities with the Platoon Medical Officers. Ensure Currency and Effectiveness of Training Programs: Assist the Assistant Fire Chief of Medical to evaluate the effectiveness of the medical training program to achieve departmental goals. Evaluate new EMS equipment and training practices to ensure compliance with regulatory standards. Assist with periodic department training needs analysis to identify instructional needs. Work with the Assistant Fire Chief of Medical to review, revise, and update training reference materials to meet department needs. Serve on-call on a rotating basis to provide logistical support to Fire Suppression during emergency and non-emergency situations. Perform Training Division Administrative Duties: Assist with the maintenance of the Fire Department’s training records management system, to include training and equipment maintenance records to ensure regulatory compliance. Develop forms and appropriate reports for documentation of training activities for the department and individual staff members. Ensure all training reports are accurate, complete, and maintained in compliance with applicable standards and practices. Responsible for operations, organization, and upkeep of department training grounds. Manage the initial and recertification of personnel for National Registry of EMT (NREMT) and SC EMT, AEMT, and Paramedic certifications. Assist with EMS supply logistics as needed. Respond to EMS Incidents : Respond to EMS calls to support suppression personnel and ensure quality patient care. Provide on-scene mentorship and serve as a clinical advisor. Perform other duties as assigned. Job Requirements Associate degree in a general professional or technical field or any equivalent combination of education, training, and experience, which provides the requisite knowledge, skill, and abilities for the job. Minimum of two (2) years of experience as a Paramedic. IFSAC/ProBoard Firefighter I & II or obtain within one (1) year of hire. NIMS IC or an NFA course meeting NIMS IC (100, 200 & 700). ICS-300 & 400 within two (2) years of hire. IFSAC/ProBoard Fire Instructor I within two (2) years of hire. Current CPR/BLS certification. IFSAC/ProBoard Fire Officer I & II within two (2) years of hire. National Registry Paramedic. Preferred Qualifications IFSAC/ProBoard Fire Instructor II. Instructor certifications in BLS, ACLS, PALS, or other advanced EMS courses. IFSAC/ProBoard HazMat Technician Driver's License Requirements Valid South Carolina Class D Driver’s License. Performance Requirements Knowledge of EMS training programs and activities. Instructional needs of the department. Fire Department and EMS data and records management system. Incident Command System staffing needs during emergency and non-emergency events. CEP and recertification processes. Applicable laws and regulations, City and department policies and procedures, and standards of quality and safety. Local, state, and federal laws relevant to personnel matters. City procurement process. Public safety records management system software. Public safety radio systems and communications. Technical Rescue and Hazardous Materials Response Teams. Ability to Respond to and assist in a variety of emergency and non-emergency EMS situations. Maintain training and certification records. Prepare, develop and deliver comprehensive EMS education programs. Interpret and apply local, state, and federal medical training standards. Evaluate EMS personnel and make data-driven training adjustments. Prepare, develop, and deliver assorted training programs and activities for the department. Research training programs, update existing programs, develop new training curricula, and research new available technology available for tools. Supervise and evaluate recruits during orientation program to ensure proficiency in proper application of firefighting techniques and procedures. Evaluate new EMS and training practices to ensure compliance with regulatory standards. Identify instructional needs by conducting a periodic department training needs analysis. Manage and maintain the Fire Department’s records management system to include training and equipment maintenance records to ensure regulatory compliance. Obtain and maintain required certifications. Read, review, update, and revise training materials based on department needs. Make mathematical calculations and draw logical conclusions. Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner. Operate and utilize vehicles, firefighting Personal Protective Equipment (PPE), hand tools, power tools, ladders, hose, repair tools, Self-Contained Breathing Apparatus (SCBA), first responder medical equipment, and fire hose. Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite. Utilize specialized software and systems to include GIS software, timekeeping software, public safety records management software, and other associated software. Working Conditions Primary Work Location Office environment, vehicles, and outdoors. Protective Equipment Required Safety shoes, turn out coat and pants, helmet, boots, firefighting Personal Protective Equipment (PPE), Self-Contained Breathing Apparatus (SCBA), gloves, and eye protection. Environmental/Health and Safety Factors Occasional exposure to unpleasant environmental conditions and/or hazards. Monthly exposure to extreme temperature, wetness and/or humidity, respiratory hazards, noise and vibration, and physical hazards. Occasional exposure to mechanical hazards, electrical hazards, fire hazards, communicable diseases, and physical danger or abuse. Rare exposure to chemical hazards and explosives. Physical Demands Constantly requires vision, hearing, and talking. Frequently requires standing, fine dexterity, walking, lifting, carrying, sitting, reaching, handling/grasping, pushing/pulling, climbing, foot controls, balancing, bending, crouching and stooping, and twisting. Occasionally requires kneeling and crawling. Heavy strength demands include exerting 50-100 pounds occasionally, exerting 20-50 pounds frequently, or exerting up to 10-20 pounds constantly. Mental Demands Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment. Occasionally requires emergency situations and tedious or exacting work. Rarely requires irregular schedule/overtime.
