The position serves in a professional capacity in the rights system and interprets, applies and gives advice on statutes, administrative departmental policy and interdepartmental agreements to consumers, facility staff, community mental health staff and other stakeholders. It independently analyzes allegations of violations of rights guaranteed by the Constitution, statutes and rules, draws conclusions, recommends and ensures appropriate remedial action. Findings and recommendations are reported to complainants, the Office of Rights and Responsibility (ORR) and appropriate facility, Community Mental Health Services Programs (CMHSPs) and License Private Hospital Unit (LPH/U) staff. The position also undertakes complex special assignments that impact rights protection systemically. The position provides support to the Director of Hospital and Community Investigations by reviewing prepared reports for compliance with code, rules and policy, and reviewing closed cases to ensure appropriate handling per MDHHS and ORR policy and procedure. Position requires flexibility to travel among the five state-operated facilities and to be on assignment at a facility for varied durations. Responsibilities Interpret statutes, departmental policy, and interdepartmental agreements, and provide advice to stakeholders. Analyze and investigate allegations of rights violations and recommend remedial action. Report findings to complainants, ORR and facility/CMHSP/LPH-U staff. Conduct complex special assignments affecting rights protection systemically. Review reports for compliance and review closed cases for proper handling. Qualifications Education : Possession of a bachelor’s degree in any major. Experience : Four years of professional experience equivalent to a Rights Representative or Civil Rights Representative, including two years equivalent to a Rights Representative P11 or Civil Rights Representative P11, or one year equivalent to a Rights Representative 12, Rights Representative Manager 12, Civil Rights Representative 12, or Civil Rights Manager 12. Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests may be considered. Selected candidates that are approved to work remotely or on a hybrid schedule must complete that work within Michigan and confirm work location and schedule at the time of interview.
