Food Service Operations Manager

Monitors and reports on the food services operational procedures and policies across 169 school locations, to include compliance with labor, purchasing, menus, uniforms, profitability and cash handling procedures in the school cafeterias. Ensure the optimization of Food and Nutrition Services (FNS) assets, including but not limited to cash, purchased products, and personnel.

Responsibilities

EXAMPLES OF DUTIES:

Responsible for the successful implementation of policies and procedures designed to maintain and secure the integrity and quality of the overall food and nutrition program in schools, to include financial and human assets associated with FNS.

Performs school-based kitchen audits to reduce and eliminate loss of FNS assets due to lack of knowledge, skill, theft, or fraud through continual review and revision of policy and procedures. Incorporates constructive and beneficial methods of change developed throughout the school year.

Evaluates compliance with purchasing practices, inventory controls, frequency of deliveries, receiving practices and proper product usage. Reports on the effective use of signage, recipe controls, uniforms, and menu compliance.

Prepares, reviews, and maintains audit schedule on a rotating basis for all elementary, secondary, and special school sites within Baltimore County Public Schools.

Prepares and submits daily summary report for each school reviewed to the manager, food service operations, for analysis with area supervisors (AS) and senior operations supervisors (SOS).

Observes food services staff and monitors cafeteria operations for adherence to Federal Regulations for meal accountability.

Assists the AS and SOS in reviewing State and Federal nutrition programs to complete Federal Accountability Reviews.

Participates in Summer Food Service Program (SFSP) to include:

• Trains program supervisors at off-site locations.
• Conducts on-site visits and completes site monitoring reviews for compliance.
• Reviews meal count records for accuracy, input data in Excel worksheet and maintains weekly summaries.
• Assists with rural meal program.
• Supports the overall functions of the SFSP, both on-site and in the central office.

Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

Graduation from an accredited college with an associate's degree or the equivalent 60 college credits. Five years' experience in food service operations and/or fiscal control work.

Note: Other combination of applicable education, training, and experience which provide the knowledge, skills and abilities necessary to perform effectively in the position, may be considered.

Licenses and Certificates:

Possession of a valid Class C Maryland driver's license or an equivalent.

Knowledge, Skills, and Abilities:

Knowledge of the principles and practices of fiscal controls and operational auditing. Knowledge of office practices, procedures, and systems. Knowledge of personal computers and office software packages.

Skill in preparing, reviewing, auditing, and maintaining a variety of complex reports. Skill in analyzing challenges to find root cause. Skill in monitoring and reviewing expenditures. Skill in interpreting and applying rules, regulations, policies and procedures. Skill in the use of spreadsheets, word processing, and database software. Skill in preparing materials and delivering training to large groups.

Ability to review the work of others and communicate clearly and effectively, both orally and in writing. Ability to follow rules and regulations. Ability to establish and maintain effective working relationships.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

Work is performed primarily in the field at school cafeterias and other external sites.

Requires flexibility and creativity to work in cramped, noisy, hot, and busy conditions.

CONDITIONS OF EMPLOYMENT:

Must possess dependable transportation. Willingness to adjust work hours to meet the requirements of this position. Field work requires following the cafeteria schedules; central office work requires following a business-day schedule.

Grade 06 - 12 Month ESPBC Pay Scale
