Job Title

Position Responsibilities

• This position may be a caller's very first contact with Onslow County Health Department, therefore must serve as a Customer Service Ambassador by providing excellent customer service to all callers seeking information or a clinic appointment.
• Function as primary scheduler for the public seeking clinic appointments with the Health Department by scheduling and confirming client appointments.
• Explain established procedures, respond to inquiries from OCHD website, and provide information to clients.
• Resolve minor concerns for clients or re-direct clients to the most appropriate OCHD staff member or another organization best suited to address their concern/need
• Create and maintain records and reports as required
• Provide coverage at the check-in/registration window
  • Greet patients as they present to the check-in/registration window
  • Check-in patients for services using the electronic health record/kiosk
  • Provide information on the NC Health Department Exchange
  • Provide information on the Health Department's patient portal
• Provide coverage at the check-out window
  • Provide walk-out statements
  • Collect payment as needed
• Answer incoming calls from the appointment line and route callers to the appropriate place and/or schedule appointments for the Health Department clinical services
  • Assist with rescheduling Family Planning and Child Health no-show
  • Assist with appointment reminders calls
  • Obtain demographic information and insurance information to schedule appropriate clinical appointments
• Verify insurance coverage for all add on appointments done same day or next day appointments
• Explain established policies and procedures to respond to inquires from and to provide information to clients
• Provide or coordinate interpret services for eligibility and registration as needed
• Use a variety of automated office systems to establish, retrieve, verify, research, update, and/or authorize processing actions
• Serve as a floater for Medical Records and other Clinical Support functions during staff shortages or periods of high demand
  • Assist with referrals and follow ups with outside facilities
  • Assist with processing and fulfilling in-person medical records requests
  • Assist with prepping Child Health paperwork
• Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed, or volunteer. Performs related duties as required.

Qualifications

Moderate knowledge of HIPAA and basic knowledge of medical records management. Significant knowledge of office or work unit procedures, methods, and practices. Significant knowledge of and ability to use correct grammar, vocabulary, spelling, and office terminology to compose and/or proofread correspondence, reports, and other materials. Significant knowledge of accounting procedures, mathematics, and their application in the work environment. Ability to learn and independently apply laws and departmental rules and regulations covering programs and services. Ability to review and process information to determine conclusions, actions, or compliance with applicable laws, rules, or regulations. Ability to apply a variety of work-related formulas or mathematical calculations. Ability to record, compile, summarize, and perform basic analysis of data. Ability to independently work with people with courtesy and tact in performing public contact duties that may be sensitive in nature. Ability to type at least 45 corrected wpm. Significant knowledge of Microsoft Office products (specifically Word and Excel).

Education, Experience, and Special Requirements

High school diploma or GED and moderate experience, or equivalent combination of education and experience. Preference will be given to those with a background in a clinical/healthcare setting with administrative customer service experience. Bilingual English-Spanish is preferred. Dental insurance is provided by Delta Dental to full-time employees and covers a percentage of basic to major dental procedures, including orthodontia for children and adults. Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Regular full-time employees earn 13.5 days of vacation leave per year. With each 5-year increment of employment, vacation accrual increases. Regular full-time employees earn 12 days of sick leave per year. County employees receive paid holidays annually. The Board of County Commissioners approves and may adjust the schedule as deemed necessary.
