Summary You will serve as an Executive Director (ED) in the Shore Intermediate Maintenance Activity (SIMA) Norfolk of MID ATLANTIC REGIONAL MAINTENANCE CTR. Duties You will serve as the Executive Director (ED) of the Shore Intermediate Maintenance Activity (SIMA) Norfolk, exercising full delegated authority for strategic direction, continuous improvement, and overall mission readiness. You will direct the long-term strategy for Intermediate level (I-level) maintenance, ensuring the command consistently meets “Perform-to-Plan” (P2P) readiness goals. You will oversee program execution designed to raise the technical expertise of Sailors through fleet technical support, assessments, intermediate-level maintenance, career broadening intermediate stops, and organic command functions. You will direct the command’s multi-million-dollar financial portfolio, applying advanced organizational principles of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process to forecast long-term funding requirements. You will oversee talent acquisition, workforce shaping, and retention programs to aggressively compete for high-demand industrial and engineering professionals within a highly competitive local labor market. You will act as the primary advocate for the facility’s resource requirements, infrastructure investments, and workforce modernization initiatives. You will orchestrate the critical transfer of institutional knowledge by ensuring civilian master technicians deliberately train and qualify active-duty Sailors in specialized industrial trades. You will orchestrate the complex integration of industrial operations, quality assurance, and logistics to maximize the operational availability of assigned vessels. You will formulate and execute long-range strategies for facilities planning, acquisition, sustainment, and modernization. You will partner with military leadership to spearhead the “Journeyman Development” program. You will plan, direct, and evaluate the overall work of the facility through subordinate supervisory levels. Requirements Conditions of employment Must be a US Citizen. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating executive leadership, advanced industrial and business operations acumen and partnering with flag officers and senior executives. Experience directing long-term strategy for industrial operations or intermediate-level maintenance to consistently meet readiness goals and ensure continuity of operations. Experience exercising comprehensive technical and administrative direction over a large, multi-tiered organization (1,000+ personnel) through subordinate managers/department heads. Experience directing enterprise-level human capital strategies to build and sustain a massive civilian and military workforce. Experience representing the command at the highest echelons (e.g., SES, Flag Officers, industry partners, union leadership) to justify resources and orchestrate public-private partnerships. Experience directing a large-scale, multi-million-dollar financial portfolio, integrating advanced manufacturing into shop floors, and executing comprehensive infrastructure recapitalization. Experience architecting long-term leadership pipelines and enterprise training initiatives to ensure uncompromised technical authority and continuity of operations.
