The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The centers provide campus-based direct services and supports at 13 centers located throughout the state. Under the direction of the Associate Commissioner for State Supported Living Centers, the Director of Business Operations for SSLCs directs and oversees state-office management support of the business and support services areas for the thirteen (13) SSLCs to facilitate quality of services, consistency, and ensure execution the Associate Commissioner’s goals and vision for the SSLC. Establishes a strategic plan for the assigned area in accordance with standards set out by HHSC and the SSLC division. Serves at the discipline coordinator for the SSLCs thirteen (13) Assistant Director of Administrations (ADOAs), provides routine technical assistance to them. Serves as liaison to other HHS areas and the Health and Specialty Care System division office on matters related to IT, maintenance and construction, position/workforce management, contracting, competency training and development (CTD) and budget. Directs and oversees provision of training and technical assistance to state office and SSLCs to comply with ICF-IID regulations and HHSC policies and procedures. Participates as a member of, and oversees the work of other members of, the state review team in the areas of workforce development and life safety. Overseas and participates in the performance of a variety of technical, research, planning, policy, program assessment, and administrative activities. Oversees preparation of reviews and analyzes required reports. Uses data to provide feedback on performance and drive decision making. Directs and oversees contracts and special projects for the SSLCs as assigned. Provides leadership and strategic direction to staff in assigned areas and performs associated managerial functions. Serves on and/or directs the work of committees and workgroups. Responds to requests for data/information regarding SSLC operations. Advises the Deputy Associate Commissioner on the status of administrative and business processes and systems and makes recommendations for improvements. Promotes positive working relationships with outside agencies and with other SSLC departments. Serves as a member of the SSLC Executive Leadership Team. Serves on and/or directs the work of committees and workgroups. Performs other duties as assigned. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs): Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. Serves in an on-call rotation to response to serious incidents. Serves as a member of the SSLC executive leadership team. Directs and oversees state-office management support of the business and support services areas for the thirteen (13) SSLCs to facilitate quality of services, consistency, and ensure execution the Associate Commissioner’s goals and vision for the SSLC. Establishes a strategic plan for the assigned area in accordance with standards set out by HHSC and the SSLC division. Serves at the discipline coordinator for the SSLCs thirteen (13) Assistant Director of Administrations (ADOAs), provides routine technical assistance to them. Serves as liaison to other HHS areas and the Health and Specialty Care System division office on matters related to IT, maintenance and construction, position/workforce management, contracting, CTD and budget. Serves as a subject matter expert, providing technical assistance to ADOAs and other SSLC leadership. Advises the Deputy Associate Commissioner on the status of administrative and business processes and systems and makes recommendations for effective and efficient use of resources. Oversees and participates in the performance of a variety of technical, research, planning, policy, program assessment, and administrative activities; oversees and participates in the analysis, implementation and documentation of program policies in SSLC business and facility related activities such as budgeting, policy research and policy development. Plans, coordinates, and implements major program initiatives. Initiates and oversees special projects to advance the visions and goals, and, when needed, for urgent/crisis situations. Develops and ensures the implementation of state-wide operational policies, procedures, and guidelines which govern SSLC business processes. As assigned, oversees contracts and procurements for the SSLCs such as those for the electronic medical record system and the trauma-informed response blocking system as well as request for periodic goods or services. Provides oversight and monitoring of contracts from the initiation of the contract to the close out. Oversees contracts and monitors progress with spending as well as overall vendor performance. Oversees and directs assigned state-office staff such as the executive assistant, administrative assistants, applicants support specialists, and business operations/life safety specialist. Provides leadership and strategic direction to staff. Performs managerial functions including hiring, assigning work, completing performance evaluations, recommending personnel and disciplinary actions, and overseeing the work performed staff. Uses leadership and team building skills to motivate staff to work toward common objectives and goals. Oversees allocation of staff resources, directing focus on specific areas of need across the SSLCs. Establishes the goals and objectives for the assigned area which align with the Associate Commissioner’s vision and to support SSLC adherence to relevant state and federal laws, rules, and regulations. Develops and oversees standards for achieving the established goals including short and long-term planning to facilitate accountability, collaboration, integration and support to SSLCs. Directs collaboration between assigned staff, other state-office disciplines and SSLC leadership. Participates as a member of and oversees the work of other members of the state review team in the areas of workforce development, applications support, and life safety. Maintains a physical presence at each of the SSLCs by traveling in person for the state reviewer process. Uses data to provide feedback on performance and drive decision making. As assigned, directs the development and implementation of Corrective Action Plan (CAP) and Quality Improvement Plans (QIPs) including overseeing the establishment of goals and objectives for the plans, developing and approving schedules for work completion, setting priorities, and standards for achieving goals. Directs CAP and QIP evaluation activities performed by assigned staff. Directs and oversees provision of training and technical assistance to state office and SSLCs to comply with ICF-IID regulations and HHSC policies and procedures in assigned areas. Establishes and monitors processes which facilitate accountability and provide meaningful, objective feedback to all stakeholders on progress toward the achievement of those objectives and goals, such as the state review team. Collaborates with others to review and analyze required reports such as active employee/terminations reports, employee fill and turnover reports, overtime and compensatory time usage, training compliance and contract personnel usage reports. Oversees and analyzes the preparation of reports by staff to ensure all pertinent information is present and accurate prior to submission to SSLC leadership to ensure adequacy and usefulness of information. Collaborates with others to analyze staffing reports to assess turnover, retention, use of overtime, and oversees technical assistance being provided to help SSLCs improve these areas. Responds to requests for data/information regarding SSLC operations. Provides requested information to SSLC executive leadership for incorporation into Agency documentation exceptional item request/Legislative Appropriation requests (LAR). Responds or oversees response to Open Record Requests and legislative inquiries, as assigned. Crafts and/or oversees written messages for internal and external communication efforts such as those that communicate changes to expectations or new policies and procedures. Serves as a member of the SSLC Executive Leadership Team. Serves on and/or directs the work of committees and workgroups including state-office QA/QI council, staff recruitment and retention committee, SRT, ADOA team meetings, and other special projects aimed at increasing or improving programs and services as assigned. Promotes positive working relationships with outside agencies and with other SSLC departments. Performs related work duties as assigned including actively participating and/or serving in a supporting role to maintain the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge, Skills and Abilities (KSAs): Knowledge of management principles and techniques Knowledge of state and federal laws, regulations, policies, rules and requirements affecting assigned programs. Knowledge of the legislative process. Knowledge of support services areas such human resources, IT, training and competency development, contracting and procurement, and life safety and how they apply in providing services, treatment, training and supports for individuals with intellectual and developmental disabilities. Skill in management of program staff. Skill in communications, working with people, negotiating among multiple parties, resolving conflicts, and establishing and maintaining effective working relationships with internal and external, public and private entities. Skill in establishing, implementing, interpreting and communicating policies and procedures. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Skill in the use of computers and agency/facility software including but not limited to Microsoft Word, Excel, PowerPoint, Access, SharePoint, and HHSAS Financials (or equivalent). Ability to develop and implement organizational vision to improve program performance. Ability to identify problems, evaluate alternatives, and implement effective solutions. Ability to provide oversight and direction to a service delivery system located in various locations across the state and possess the capability of determining when to apply uniformity or variance in management strategies based upon the unique needs of each facility. Ability to establish goals and objectives and to devise solutions to administrative problems. Ability to prepare comprehensive, concise and accurate reports; and to communicate effectively. Ability to plan, assign, and supervise the work of others. Ability to analyze and solve complex problems and to make effective decisions affecting the overall operation of a large organization. Registrations, Licensure Requirements or Certifications: None Initial Screening Criteria: Bachelor’s Degree from an accredited college or university is preferred. At least two (2) years of work experience in service delivery systems for persons with intellectual disabilities or in a role with duties relating to workforce operations. Experience with the standards, applicable rules, and laws related to ICF/IIDs or other acute or long-term care settings.
