Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC), we coordinate and manage federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness. This position is primarily responsible for managing the daily operations of the accounting unit within the Finance Department. The candidate will oversee the Los Angeles Homeless Services Authority's (LAHSA) general ledger, financial management, cash management, cost control, financial analysis, accounting practices, and annual financial audit functions. Oversee the overall integrity of LAHSA's financial data. The Principal Accountant will oversee the overall integrity of LAHSA's financial data and will directly supervise the work of the Accountants in the Unit. The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities. Essential Job Functions Supervise and mentor the administrative accounting unit as team leader to optimize the utilization of staff to transmit, execute, or reconcile long-term directives and priorities from upper management to complete the day-to-day work. Participate in maintaining an automated fund accounting system in accordance with Generally Accepted Accounting Principles and applicable federal, state, county and city regulations. Work collaboratively with the Managers in the Finance Department and throughout the agency to ensure accounting issues affecting cash are resolved on a timely basis. Implements and maintains internal controls and accounting procedures in compliance with LAHSA's policies and procedures. Serves as primary liaison with auditors and compliance monitors regarding the general ledger, and financial statements. Assists the Manager(s), Finance Admin and Grants Management with the preparation, reconciliation, and timely submission of cash requests to grantors. Tracks accounts receivables and ensures follow-up for timely collection. Homeless funding regulations, requirements and procedures, including HUD Supportive Housing Program, Emergency Solutions Grants and Community Block Development Grants. Intermediate and advanced level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook) and the internet. Knowledge of fund accounting software preferably Sage (MIP), Fund Accounting, ADP and GHG, preferred. Applicable laws, rules, regulations and/or policies and procedures procurement and/or administration of contracts, grants, loans, or similar agreements. LAHSA homeless program types Strong quantitative data and financial analysis skills Strong written and oral communication skills Prioritization and task delegation insight Strategic and organizational acumen 2 CFR Part 200, and General Ledger management and maintenance Intermediate to advanced proficiency with computer software programs, specifically the Microsoft Office series (Word, Excel, Access, PowerPoint, Project, and Outlook) Business Intelligence (BI) software Team-based project management Preparing financial statements and reports Responding to or conducting financial audits Understanding of Enterprise Resource Planning (ERP) systems, GAAP, GASB, and FASB Knowledge of Fund Accounting Software (Abila MIP preferred) Familiarity with payroll, benefits, and timesheet management Project management skills as well as strong interpersonal, organizational, written and oral communication skills and demonstrate attention to detail. Perform other duties and special projects as assigned. Knowledge, Skills & Abilities Fund Accounting and fiscal grants management of federal and non-federal funds Familiarity with agencies, regulations, requirements, and procedures related to the provision and funding of homeless services in Los Angeles County, including the HUD CoC program, ILP, DPSS, ESG, CDBG, HI, Measure H, BCSH, HEAP, & CESH, among others Team-based project management. Training & Experience Bachelor's degree from an accredited college or university in accounting, finance, or business administration, MBA preferred. Minimum of five (5) years of experience working in accounting or auditing within a governmental entity or large federally funded non-profit organization, and a minimum of two years working as a senior member of an accounting or auditing team, supervising the work of others. An MBA or additional certification (such as a CPA, CFA, CMA, or CGMA) is considered a plus and may be substituted for 1 year of the required supervisorial or managerial experience. Experience in fund accounting and financial grants management of federal, state, county and city funds, including a working understanding of 2 CFR Part 200, fundamentals of the HUD Supportive Housing Program, Emergency Shelter Grant Programs, and general ledger management and maintenance. Experience with fund accounting software, preferably Sage (MIP) Fund Accounting required. Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully. Schedule: The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA's business needs.
