PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST on the Navy-Marine Expeditionary Ship Interdiction System (NMESIS) Remotely Operated Ground Unit for Expeditionary (ROGUE) team in the Ground Weapon Systems (GWS) Program Office, Portfolio Acquisition Executive-Marine Corps. Responsibilities You will perform research and analysis to develop program reviews, written reports, and recommendations that support senior leaders in evaluating complex programs, projects, schedules, resources, and organizational priorities. You will coordinate program documentation and acquisition support across internal and external organizations, ensuring milestones, requirements, cost information, schedules, and management actions are accurately tracked and reported. You will analyze complex program information, identify operational problems and risks, and develop practical recommendations that improve processes, strengthen controls, and support effective decisions by senior leaders. You will develop and maintain reporting systems and meaningful performance measures that provide reliable information on program progress, resource use, schedules, costs, risks, and organizational results for management review. You will conduct analyses of programs, functions, and organizations to determine whether management systems and internal controls effectively support objectives, comply with requirements, and provide sound oversight. You will present findings and recommendations to senior leaders, explain significant issues and risks, coordinate responses to questions and decisions, and provide clear information to support timely and informed management actions. You will evaluate proposed management improvements and determine their effects on programs, functions, and organizations, using analytical methods to identify opportunities, resolve issues, and strengthen overall program performance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: -Expert knowledge and skill in the Defense Acquisition System. Includes knowledge of key activities and documentation requirements of each phase of the acquisition life cycle for all categories of programs; supporting and/or managing a project/program through its acquisition life cycle. -Expert knowledge and skill to achieve expressed goals and objectives of the program through interaction and coordination in a team environment, to include consistent interface with higher headquarters, including establishing positive working relationships with peers and subordinates as well as superiors both internal and external to the program. -Knowledge and skill executing the DoD planning, programming, budgeting and execution system. Education Additional Information The NMESIS ROGUE Program Analyst executes acquisition efforts, including planning, budgeting, contracting, testing, and sustainment. The program analyst coordinates across vendors and warfare centers to support fielding to the Fleet Marine Force, serving as a Contracting Officer Representative as required. ROGUE-Fires is a key component of NMESIS, a land-based Marine Corps capability designed to deter and engage enemy surface ships to ensure sea control.
