About the Information Technology Division (ITD)

ITD develops technology solutions to support agency needs and citywide asks, including city charter mandates, grant funding requirements, and citywide geospatial services. ITD maintains systems infrastructure and endpoint assets to optimize operational efficiency and collaborates with other city agencies to enhance service accessibility to citizens.

Role Summary

ITD is seeking a Senior Director of Enterprise Application Services (EAS) to lead and manage its application development portfolio. The senior technology leader will oversee multiple software engineering teams that deliver mission‑critical applications across the Microsoft .NET/C#/SQL Server/Azure stack, Open‑Source technology stacks, and off‑the‑shelf PaaS solutions including Microsoft Dynamics 365. The Senior Director reports to the Chief Information Officer and is a key member of the ITD leadership team, driving enterprise application strategy, architectural governance, secure development practices, and the delivery of scalable, reliable software systems in support of DCP’s planning and operational goals.

Strategic and Technical Leadership

• Define and drive the enterprise application services strategy, roadmap, and architectural direction in alignment with DCP’s business goals and ITD’s technology vision.
• Lead, mentor, and grow high‑performing software engineering teams responsible for custom application development, open‑source solutions, and SaaS/PaaS platform implementations.
• Establish and enforce enterprise architecture, solution architecture, and application architecture standards, patterns, and governance processes across all development teams.
• Evaluate emerging technologies and architectural approaches and provide executive‑level recommendations to drive continuous improvement and modernization of DCP’s application portfolio.
• Champion Agile and Scrum delivery methodologies across all teams, ensuring consistent adherence to sprint planning, retrospectives, and iterative delivery practices.
• Oversee the full Application Lifecycle Management (ALM) and Software Development Lifecycle (SDLC) processes, including requirements, design, development, testing, deployment, and maintenance.

Application Development and Engineering

• Oversee the design, development, testing, and deployment of enterprise applications using the Microsoft .NET/C#/SQL Server/Azure technology stack.
• Direct Open‑Source technology teams leveraging frameworks and platforms such as Python, Node.js, PostgreSQL, Linux‑based infrastructure, and containerized cloud deployments.
• Govern the configuration, customization, and integration of off‑the‑shelf PaaS solutions, with particular emphasis on Microsoft Dynamics 365 (CRM/ERP modules) and the Microsoft Power Platform.
• Lead design and development of browser‑based, map‑integrated, responsive web applications, integrating complex GIS datasets and geospatial JavaScript libraries.
• Ensure all application systems are designed and implemented for performance, scalability, high availability, accessibility (ADA/WCAG), and business continuity.
• Lead architectural planning for cloud and hybrid (on‑premise/Azure cloud) solutions, incorporating Azure App Service, Azure SQL Database, Azure Functions, Azure DevOps, and related services.
• Define, standardize, and enforce coding standards, documentation practices, code review processes, and automated testing frameworks across all development teams.

Security and Compliance

• Embed security‑by‑design principles throughout the SDLC, ensuring all applications comply with NYC Citywide Cybersecurity standards, OWASP Top 10 guidelines, and applicable federal and state regulatory frameworks.
• Partner with the ITD Infrastructure and Security Management (ITD‑ISM) team and NYC Office of Technology and Innovation (OTI) Cyber team to implement threat modeling, vulnerability assessments, penetration testing, business continuity/disaster recovery (BCP/DR) planning, and security patching protocols.
• Establish and oversee role‑based access controls, identity and access management (IAM) integrations, and data privacy protections across all managed systems.
• Ensure all applications maintain audit trails, logging, monitoring, and incident response procedures consistent with agency and citywide security policies.

PMO Collaboration and Stakeholder Engagement

• Collaborate with the ITD Project Management Office (PMO) to align application delivery with established project management standards, governance frameworks, and portfolio reporting practices.
• Partner with DCP business owners, planners, urban designers, executive leadership, and shared services under PMO to gather requirements, define project scope, manage stakeholder expectations, communicate delivery status, and perform QA/QC processes.
• Prepare technical and administrative recommendations for executive management to inform technology investment decisions, procurement actions, and vendor selection.
• Manage vendor relationships, service‑level agreements (SLAs), contracts, and associated budgets to ensure technical quality and cost‑effective delivery.
• Support capital and expense plan development for product builds, platform subscriptions, professional services engagements, and infrastructure investments.

People Management and Team Development

• Directly manage a team of IT architects, technical leads, software engineers, and database developers across multiple application development units, including both City staff and contracted consultants as needed.
• Allocate resources strategically across competing project priorities, balancing maintenance and operations commitments with new development initiatives.
• Establish clear performance expectations, allocate resources effectively, provide constructive feedback, and develop individualized professional growth plans to enhance team capabilities.
• Foster a high‑performance culture rooted in accountability, inclusivity, collaboration, continuous learning, innovation, and knowledge sharing aligned with DCP’s organizational values.
• Conduct formal performance evaluations in accordance with Equal Employment Opportunity (EEO) policies and Human Capital (HC) processes within designated timeframes.
• Drive recruitment, onboarding, and retention of high‑performing EAS staff talent in a competitive market.
• Provide coaching, mentoring, and professional development guidance to EAS staff.
• Identify future agency leaders and provide the support and training needed to support succession planning.
• Prepare strategy and prioritization for staff recognition that can be shared when opportunities are available for promotions, awards or other non‑monetary support.

Professional Conduct

• Observe regulations and agency guidelines concerning work hours, leave, mandatory training, hiring, vendor engagement, and procurement process.
• Team effectively with other ITD directors, managers, supervisors, and staff.

Minimum Qualifications

• A master’s degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full‑time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
• A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full‑time, satisfactory experience as described in “1” above; or
• A four‑year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full‑time, satisfactory experience as described in “1” above; or
• A satisfactory combination of education and experience equivalent to “1”, “2” or “3” above. However, all candidates must have at least a four‑year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in “1” above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in “1” above.

Preferred Skills

• 10+ years of progressively responsible experience in enterprise application development, architecture, and technology leadership, including at least 5 years in a senior leadership role.
• 8+ years managing software engineering and application services teams in a complex enterprise environment.
• Extensive hands‑on experience designing and developing enterprise solutions using Microsoft/Azure, AWS, and Open‑Source technology stacks.
• 4+ years of demonstrated expertise in enterprise/solution/application architectures, design patterns, microservices, event‑driven architecture, service‑oriented architecture (SOA), API‑first design, and domain‑driven design (DDD).
• Certifications such as TOGAF, IASA Certified Enterprise Architect (CEA), SEI Software Architecture Professional, Microsoft Azure Solutions Architect Expert, AWS Certified Solutions Architect, and Google Cloud Professional Cloud Architect.
• Demonstrated ability to build, lead, motivate, and retain a diverse technical team of engineers, managers, and analysts across multiple concurrent projects and platforms.
• Strong track record of delivering complex, large‑scale enterprise software projects on time, within scope, and within budget.
• Hands‑on experience with Microsoft .NET (Core and Framework), C#, ASP.NET MVC/Web API, and SQL Server development, including advanced database design, stored procedures, and query optimization.
• Demonstrated experience in designing, developing, and hosting geospatial data explorers and map‑integrated web applications for workflow management.
• Proficiency with Azure cloud services, including Azure App Service, Azure SQL Database, Azure Functions, Azure Service Bus, Azure DevOps (CI/CD pipelines), Azure Active Directory, and Azure Kubernetes Service (AKS).
• Hands‑on configuration, customization, and integration experience with Microsoft Dynamics 365 and Microsoft Power Platform (Power Apps, Power Automate, Power BI).
• Familiarity with DevOps toolchains, including Azure DevOps, Git, automated testing frameworks (NUnit, Selenium), and Infrastructure‑as‑Code.
• Practical knowledge of open‑source technology stacks, including Python, Node.js, PostgreSQL, Redis, Docker, Kubernetes, and Linux‑based environments.
• Familiarity with OTI cybersecurity policies, NIST cybersecurity frameworks, FedRAMP standards, and ADA/WCAG 2.1 accessibility requirements.
• Experience with Security Information and Event Management (SIEM) tools, vulnerability scanning platforms, and DevSecOps integration.
• Comprehensive understanding of Application Lifecycle Management (ALM) and Software Development Lifecycle (SDLC) methodologies, covering requirements engineering, architecture, development, QA, release management, and post‑deployment support.
• Proven experience leading teams in Agile and Scrum environments, including sprint planning, backlog grooming, velocity tracking, retrospectives, and scaled Agile practices.
• Experience establishing Quality Assurance (QA) frameworks encompassing unit testing, integration testing, regression testing, performance testing, and user acceptance testing (UAT).
• Working experience collaborating within a formal Project Management Office (PMO) structure, including adherence to project governance standards, stage‑gate processes, portfolio reporting, risk management, and change management protocols.
• Experience in government, public sector, or large regulated enterprise environments is strongly preferred.
• Familiarity with NYC capital and expense planning processes, IT procurement procedures, and vendor management practices.
• PMP, PgMP, SAFe, or equivalent project management/agile certification is a plus.
• Excellent verbal and written communication skills, with the ability to translate complex technical concepts for non‑technical stakeholders, business owners, and executive leadership.
