Management Analyst

Summary

This position is located in the Office of the Secretary of War (OSW), Office of the Director of Administration and Management (DA&M), Organizational & Management Policy Directorate (O&MPD). ). The DA&M serves as the principal advisor to the Secretary of War (SW) and Deputy Secretary of War (DW) on establishing policies for DOW-wide administration, organization, and management, and for directing shared services, business operations, and security support for OSW and other supported DOW components.

Incumbent typical work assignments may include the following:

• Provides expert advice to senior leadership through oral and written communications on organizational and management matters, including policies and procedures for establishing new organizations, functional realignments, reorganizations, and provide supporting research and analysis.
• Serves as portfolio manager for assigned Principal Staff Assistants and associated organizations on organizational and management actions including development of DoW Chartering Directives and DA&M-owned issuances and providing comprehensive reviews on DoW issuances during coordination; prepares briefings and action packages related to complex organizational management or special projects for SW and DW decision.
• Provides expert analysis and guidance on legislative matters related to Department-level issues including legislative proposals and proposed bills and amendments; provides comprehensive research and analysis on the proper applicability and citation of a myriad of statutory issues and questions related to DoW governance in U.S. Code, Public Law, the Federal Register, the Code of Federal Regulations, and OMB Circulars.
• Prepares position papers, written documentation, replies to correspondence; develops and delivers authoritative briefings on the Department's organizational, management, and governance frameworks to its most senior leaders, executive-level officials across the U.S. government, Congress, and foreign partners.
• Develops, implements, and oversees DoW policy and implementation guidance regarding matters under the cognizance of the Office of the DA&M within assigned organizational, governance/ decision support, and/ or program portfolios.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:

• Leading organizational and management efforts and leading a small team.
• Applying administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs, based on area of responsibility and studies assigned.
• Applying current organizational and management theories, methods, practices, and procedures to solve organizational, management, structural, resourcing and/ or other management issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
