Quality Assurance Analyst

Job TitleUnder the general supervision, this position is responsible for the development, implementation and coordination of agency-wide quality assurance and risk management programs. Reports to the Utilization Administrator.Essential Job FunctionsAssists the Utilization Administrator with conducting internal review and evaluation of all programs; develops related quality assurance and management policies and procedures; prepares and maintains operating manuals and implements training programs; ensures all licensed department programs comply with all applicable licensure regulations and other regulatory requirements; to include the investigation and coordination of risk management incidents and other related matters. Co-manages the development, implementation, and monitoring of local and state quality improvement plans; monitors evaluative data and risk management systems. Monitors and maintains all agency incident reports; develops and coordinates Human Rights compliance with Utilization Administrator, assist with HIPAA and Corporate Compliance training; coordinate, review and update policies and procedures, and advises contractual programs. Researches, reviews and interprets governmental and Commission on Accreditation of Rehabilitation Facilities (CARF) regulations; recommends and implements appropriate policy and procedure changes; coordinates and monitors all departmental outcome measurement activities with Substance Use Managers. Assists the Utilization Administrator with the oversight of the Quality Improvement Committee; Assist with developing and conducting or recommending clinical staff training programs and participates on various local and statewide committees as needed. Manages the Safety Committee and related practices, including drills and inspections. Performs other duties as assigned. Individual assignments will be determined by supervisor based on current workload and department needs.Knowledge, Skills & AbilitiesHas thorough knowledge of the principles, practices, techniques and programs engaged in the evaluation and treatment of mental disorders, substance abuse and mental retardation. Has thorough knowledge of modern management practices and techniques. Has comprehensive knowledge of applicable quality improvement/program evaluation procedures, research and related statistical procedures. Knowledge of State certification requirements for mental health, mental retardation and substance abuse programs along with requirements for Medicaid and Joint Commission on Accreditation of Hospital Organizations (JCAHO). Has general knowledge of modern medical records administration systems and procedures. Has general knowledge of the principles and techniques of adult training. Is able to communicate effectively and prepare related documentation.Education, Experience & Special RequirementsRequires a Bachelor's degree in the Human Services or Healthcare related field and 3-5 years of professional work experience in quality assurance, compliance, program auditing. An acceptable general background check to include a local and state criminal history check and sex offender registry check. A valid driver's license with an acceptable driving record. Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; interpret an extensive variety of technical instructions in mathematical or diagrammatic form and deal with several abstract and concrete variables. Requires the ability to record and deliver information, explain procedures, follow oral and written instructions. Must be able to communicate effectively using Standard English and using administrative and behavioral terminology. Requires the ability to utilize mathematical formulas. Must be able to add, subtract, multiply and divide, determine percentages and calculate interest, profit and loss and proportions, etc. Requires the ability to inspect items for proper length, width and shape. Requires the ability to coordinate hands and eyes rapidly and accurately in using a variety of office equipment. Requires the ability to handle a variety of items, such as office equipment. Must have minimal levels of eye/hand/foot coordination. Requires the ability to differentiate between colors and shades of color. Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under varying levels of stress and when confronted with persons acting under stress (emergencies). Requires the ability to talk and/or hear: (talking – expressing or exchanging ideas by means of spoken words, hearing – perceiving nature of sounds by ear).
