About the Role The City of Hanford is seeking an experienced and innovative Information Technology Manager to lead the City’s Information Technology Division within the Finance Department. This position will plan, organize, direct, and coordinate the activities of the Information Technology division within the Finance Department, including network infrastructure, cyber security, telecommunications, enterprise applications, cloud and on-premise systems, data management, public safety technology systems, and technology support services; coordinate citywide information technology initiatives with other departments; develop and implement strategic technology plans, policies, and standards; and provide highly complex professional and administrative assistance to the City Manager, Finance Director, and executive management team. Recruitment Incentives Signing Bonus: A one-time signing bonus of $10,343 for qualified lateral and/or experienced candidates. Candidates may choose between an immediate payment option (paid in 2 installments) or a deferred payment option. Vacation Accrual: Forty (40) hours of vacation leave will be credited upon appointment. Supervision Received and Exercised Receives administrative direction from the Finance Director. May also receive direction from the City Manager as assigned. Exercises general and direct supervision over assigned professional, technical, and administrative support staff. Example of Essential Duties Develop and implement division goals, objectives, policies, and procedures. Develop and implement long‑range strategic technology plans, technology standards, and policies that support City operations, service delivery, cybersecurity, and organizational objectives. Plan, organize, and direct information technology activities, including evaluation and implementation of system enhancements or modifications. Direct and oversee the City’s technology infrastructure, including servers, networks, telecommunications systems, cloud services, enterprise applications, cybersecurity systems, and end‑user computing environments. Direct and oversee the City’s cybersecurity program, including risk assessments, vulnerability management, security awareness training, incident response activities, disaster recovery planning, and business continuity initiatives. Direct and support technology systems critical to public safety operations, including law enforcement, emergency communications, emergency operations, security systems, mobile computing, records management systems, computer‑aided dispatch interfaces, and other public safety technologies as assigned. Direct and support video surveillance, access control, and related physical security technology systems; coordinate implementation, maintenance, upgrades, system integration, and operational support to enhance public safety and facility security. Plan, coordinate, maintain, and support technology systems utilized for emergency management, disaster response, continuity of operations, and Emergency Operations Center (EOC) activities, including communications systems, network connectivity, incident management technologies, situational awareness tools, and related emergency response technologies. Ensure the availability, reliability, security, and continuity of critical City technology systems supporting public safety, emergency response, and continuity of operations. Direct, oversee, and participate in the development of the information technology work plan; review and evaluate work products, methods, and procedures. Establish and maintain citywide technology standards, policies, procedures, and governance practices for hardware, software, telecommunications, cybersecurity, and information systems. Evaluate emerging technologies, including artificial intelligence (AI), automation, and data‑driven solutions; develop recommendations, standards, policies, and governance practices to support secure, effective, and responsible implementation of technology solutions throughout the organization. Prepare the information technology budget; assist with budget implementation; participate in forecasting additional funds needed for equipment, materials, and supplies; administer the approved budget. Develop technology capital improvement plans and multi‑year replacement schedules for hardware, software, network infrastructure, and related technology assets. Direct procurement, evaluation, negotiation, and administration of technology‑related contracts, software licensing agreements, maintenance agreements, professional services contracts, and vendor relationships. Develop and administer requests for proposals (RFP), requests for qualifications (RFQ), and other technology procurement documents. Participate in emergency preparedness, emergency operations, disaster recovery, and continuity of operations activities; provide technical leadership and support during emergency incidents, disasters, and Emergency Operations Center activations. Recommend the appointment of staff; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; and maintain discipline and high standards necessary for the efficient and professional operation of the division. Provide leadership, mentoring, workforce development, and succession planning for assigned personnel. Maintain City server, desktop, and network systems and equipment. Plan for and deploy replacement hardware and software; purchase new and replacement hardware and software. Perform program installation and patching; provide desktop support for users. Direct and oversee enterprise technology projects, software implementations, infrastructure upgrades, cloud migrations, and business process improvement initiatives. Coordinate with City departments to assess business needs, identify technology solutions, establish project priorities, and improve operational effectiveness. Evaluate emerging technologies, industry trends, and best practices; recommend innovative solutions to improve efficiency, customer service, security, and organizational performance. Ensure compliance with applicable federal, state, and local laws, regulations, standards, and best practices related to information technology, cybersecurity, public records, privacy, and digital accessibility. Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. Serve as the City’s principal advisor on information technology matters and provide recommendations to executive management regarding technology investments, cybersecurity risks, digital transformation initiatives, and operational improvements. Research and prepare technical and administrative reports; prepare written correspondence. Prepare and present reports, recommendations, technology plans, and project updates to executive management, City Council, committees, and other stakeholders as assigned. Build and maintain positive working relationships with co‑workers, other City employees, and the public using principles of good customer service. Foster an environment that embraces diversity, integrity, trust, and respect. Be an integral team player, which involves flexibility, cooperation, and communication. Perform related duties as assigned. Minimum Qualifications Knowledge of: Principles and applications of information technology operations, including Microsoft server operating systems, TCP/IP networking, and Microsoft desktop operating systems. Cybersecurity principles, frameworks, standards, and best practices, including risk assessment, vulnerability management, incident response, security awareness training, and business continuity planning. Enterprise network architecture, cloud computing environments, virtualization technologies, data storage systems, and modern information technology infrastructure. Principles of technology governance, strategic planning, digital transformation, and organizational change management. Technology procurement, contract administration, vendor management, and software licensing practices. Technology project management methodologies and practices. Business continuity planning and disaster recovery methodologies. Public safety technology systems, emergency communications environments, cybersecurity practices, and technologies supporting law enforcement and emergency response operations. Video surveillance systems, video management platforms, access control systems, physical security technologies, digital storage and retention practices, and cybersecurity principles applicable to security infrastructure. Emergency Operations Center (EOC) technologies, emergency management principles, continuity of operations planning, and disaster recovery methodologies. Information systems used in local government operations including enterprise business applications, records management systems, document management systems, and customer service technologies. Applicable federal, state, and local laws, regulations, standards, and best practices governing information technology, cybersecurity, privacy, public records, accessibility, and data protection. Emerging technologies, including artificial intelligence (AI), automation tools, digital transformation strategies, technology governance practices, and the associated opportunities and risks of implementing new technologies in a public‑sector environment. Operation of applicable systems and network‑based services, including e‑mail, printing, backups, anti‑virus, and security. Website administration, digital services, network architecture, and network engineering principles. Planning, development, implementation, and administration of information technology, telecommunications, and enterprise technology systems. Modern office practices, methods, and computer equipment. Principles and practices of organizational analysis and management. Budgeting procedures and techniques. Principles and practices of leadership, employee development, succession planning, supervision, training, personnel management, and organizational effectiveness. Ability to: Develop and implement strategic technology plans, policies, standards, and initiatives that support organizational goals and service delivery objectives. Assess cybersecurity risks, develop mitigation strategies, and respond effectively to technology‑related incidents and emergencies. Lead and manage complex technology projects involving multiple departments, stakeholders, vendors, and external agencies. Evaluate emerging technologies and recommend innovative solutions that improve operational efficiency, security, and customer service. Develop, administer, and monitor technology budgets, capital improvement plans, contracts, and vendor relationships. Analyze business processes and identify opportunities to improve organizational effectiveness through technology. Provide leadership and technical guidance during emergency incidents, disaster recovery efforts, continuity of operations activities, and Emergency Operations Center activations. Present complex technical information clearly and effectively to executive management, elected officials, employees, and non‑technical audiences. Build consensus and establish collaborative working relationships with City departments, public safety agencies, regional partners, vendors, and community stakeholders. Maintain a high level of integrity, confidentiality, and professionalism, and exercise discretion in handling sensitive, proprietary, personnel, financial, law enforcement, and security‑related information. Organize and direct the City’s information technology operations. Analyze problems, identify alternative solutions, project the consequences of proposed actions, and implement recommendations to support goals. Gain cooperation through discussion and persuasion. Interpret and apply City, department, and division policies, procedures, rules, and regulations. Supervise, train, and evaluate staff. Use sound judgment in recognizing the scope of authority. Direct, evaluate, and oversee the implementation, administration, and support of enterprise technology systems, infrastructure, applications, and related technologies. Communicate effectively orally and in writing. Relate effectively with people of varied academic, cultural, and socio‑economic backgrounds using tact, diplomacy, and courtesy. Establish and maintain effective, cooperative, and collaborative working relationships with others. Work beyond normal business hours, attend evening meetings and/or perform weekend work, and travel. Experience and Education Any combination of experience and education that provides the required knowledge and abilities qualifies. A typical way to obtain the required knowledge and abilities would be: Experience: Seven years of increasingly responsible experience in information technology, information systems, cybersecurity, telecommunications, or a closely related field, including at least three years of supervisory or management responsibility. Education: Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in computer science, information systems, information technology, cybersecurity, business administration, public administration, or a related field. Applicants with degrees earned outside of the United States must submit a credential evaluation demonstrating U.S. degree equivalency at the time of application. License and Certificate Possession of a valid California Class C Driver’s License may be required for certain assignments. Ability to travel independently to various City facilities, meetings, training locations, emergency response sites, and other locations in the performance of assigned duties.
