This is an on-site position located in Tallahassee, FL

Position Overview and Responsibilities:

The incumbent administers Building Construction contracts; coordinates the activities of the Bureau of Building Construction Project Managers and other professionals involved in Fixed Capital Outlay (FCO) design and construction contracts; and develops and monitors projects progress and expenditures for release of funds.

Contract Monitoring & Compliance Support

Assist with monitoring, evaluating, and reporting contractor performance by reviewing tracking spreadsheets and documentation provided by Contract Manager II/Senior staff.
Maintain regular, routine communication with Facilities Managers and contractors through emails and scheduled phone calls, ensuring clear flow of information.
Ensure assigned reporting entries are completed within required timeframes and notify senior staff of issues requiring corrective action.
Maintain electronic contract files and hard copy documentation, ensuring records such as certificates of insurance, renewals, and performance notes remain up to date.
Document observed contractor deficiencies and escalated concerns to higher‑level Contract Managers for review, guidance, and corrective action planning.
Conduct site visits with supervision or direction from senior staff, documenting observations using established checklists.
Assist with maintaining current certificates of insurance and performance bond information as directed.
Assist with general contractor issue resolution by gathering information, documenting concerns, and preparing summaries for higher‑level review.
Participate in drafting and routing basic documents such as amendments or renewals under guidance.
Some travel may be required to support site inspections and meetings.

Invoice Review & Payment Processing Assistance

Review contractor invoices for accuracy by checking basic contract terms, deliverables, and required documentation before submitting them to Contract Manager II/Senior for approval.
Assist with comparing invoices to contractual obligations, tracking corrections, and documenting vendor discrepancies.
Track purchase orders, expenditures, and payment status, escalating issues or delays to senior staff.
Enter and process purchase orders and invoices in Ariba on Demand (AOD) following established procedures and oversight.

Coordination & Internal Administrative Support

Coordinate with Facilities Managers, bureau leadership, and other staff to gather information needed for reports, documentation updates, and contract files.
Assist in preparing required reports and dashboards used to monitor contractor performance.
Participate in meetings and training sessions related to contract compliance, procurement processes, and performance documentation.
Support communication efforts between REDM Operations, Facilities Managers, and contractors by relaying updates, reminders, and requests.

Other Duties as Assigned

Perform miscellaneous duties as required to support contract operations.

Knowledge, Skills, and Abilities:
Knowledge of the principles and techniques of the skilled building trades or mechanical repair work.

Ability to communicate effectively with vendors and Facilities Managers.
Basic knowledge of statutes, rules, and best practices related to state contracts (or ability to learn).
Skilled in Microsoft Office (Word, Excel, Outlook, PowerPoint).
Ability to learn and apply contract terms, conditions, and performance requirements.
Ability to maintain organized and accurate records.
Ability to understand and follow rules, regulations, policies, and procedures related to purchasing and contracting.
Ability to evaluate information and identify issues for escalation.
Ability to work independently on routine tasks and seek guidance when needed.
Ability to establish and maintain effective working relationships.
Ability to model behaviors of Accountability, Communication, Empowerment, Flexibility, Integrity, Respect, and Teamwork.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

Valid and applicable driver’s license is required.

Minimum Qualifications:

Associate degree OR two years of clerical, administrative, contract support, or customer service experience. Equivalent combination of education and experience demonstrates ability to support contract administration and documentation.
Ability to travel
Ability to perform periodic standing, walking, and repetitive work activities

Preferred Qualifications:

Experience supporting procurement, contracting, or facility operations.
Florida Certified Contract Manager (or willingness to obtain).
Experience with Ariba on Demand preferred.
