IT CYBERSECURITY SPECIALIST (INFOSEC)

Duties

Help

• Incumbent plans, directs, and accomplishes studies, analyses, and evaluations of programs, policies, and procedures to develop the basis for institutionalizing security throughout the lifecycle of DoD information systems.
• Provides technical guidance to technical specialists and engineers in areas such as security engineering lifecycle, network communication, and systems development, and documentation.
• Incumbent conducts testing of Commercial off the Shelf (COTS) and Government off the Shelf (GOTS) information assurance software.
• Researches the applicability of new technological developments in the field to solve continuing problems or meet future needs of the Defense Information Infrastructure.
• Performs staff assignments, providing advice to decision-makers in setting program goals and establishing priorities to support the development of policy and procedures for implementation of higher-level guidance.

• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
• Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
• This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

Applicants must have IT-related experience demonstrating each of the following four competencies, which are essential for immediate success in this position. Your resume must show evidence of:

• 1. Attention to Detail Thoroughness when performing work and conscientiousness about attending to detail.
• 2. Customer Service Working with clients and customers (any individuals who use or receive the services or products of your work unit, including internal agency personnel, external agencies, or organizations outside the Government) to assess needs, provide assistance, resolve problems, and satisfy expectations; commitment to providing quality products and services.
• 3. Oral Communication Expressing information (ideas, technical concepts, or facts) to individuals or groups effectively, taking into account the audience and nature of the information; making clear and convincing oral presentations; listening actively and responding appropriately.
• 4. Problem Solving Identifying problems; determining the accuracy and relevance of information; using sound judgment to generate and evaluate alternatives and making actionable recommendations.

Qualifying Experience:

To qualify at the GG-13 grade level, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level (GS/GG-12) in the federal service.

For this position, qualifying experience is defined as: (1) Providing technical support or guidance related to information systems security; OR (2) applying information system security principles, concepts, and methods; OR (3) managing IT projects; AND (4) IT-related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.

• This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.

• This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
• Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006.
• A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
