Senior Mental Health & Housing Programs Manager

County of Contra Costa

Overview The Contra Costa Health Services Behavioral Health Division provides welcoming and integrated services for mental health, substance abuse, and other needs that promote wellness, recovery, and resiliency while respecting the complexity and diversity of the people we serve. Positions Housing Services and Continuum Development Manager Manage administrative operations for the Housing Support Services team and the development and maintenance of new and existing behavioral health capital resources. Oversee contract management for housing resources, including locked, unlocked, and supportive housing. Lead state and federal infrastructure grant seeking and management. Coordinate division-wide project activities for facility maintenance and capital project development. Collaborate with internal and external stakeholders on the development of new housing and facility resources. Supervise contract management staff. Lead grant writing and grant management activities from state and federal sources. Manage and support housing services administrative activities and revenue management. Provide subject‑matter expertise and oversight for programs under the Behavioral Health Service Act Housing Component. Ensure successful execution of stakeholder‑driven priorities developed through community planning processes. Adult System of Care Program Manager Plan, develop, implement, and oversee program aspects for the Adult System of Care. Conduct program evaluation and training. Create policies and procedures. Facilitate meetings and projects. Monitor clinical contracts. Support contractors as needed. BHSA Program Manager Oversee the annual BHSA Community Program Planning Process. Analyze data from surveys, evaluations, and discussion groups to determine community input. Prepare the annual BHSA 3‑Year Plan/Annual Update Report. Attend BHSA‑related statewide meetings. Lead coordination of BHSA Innovation projects. Ensure timely completion of Department of Health Care Services reporting requirements and information requests. Stay abreast of legislative updates. Participate in monthly advisory council meetings. Respond to community requests for BHSA presentations at local and state levels. Supervise and evaluate subordinate staff. Managing & Facilitating Change : Addressing key factors that influence successful organizational change. Managing Organizational Complexity : Maneuvering through complex political situations and functions within the organization. License Requirements A valid license issued by the State of California, Board of Behavioral Sciences as a: Licensed Clinical Social Worker (LCSW) Licensed Marriage and Family Therapist (LMFT) Licensed Professional Clinical Counselor (LPCC) A valid license as a Psychologist issued by the State of California Department of Consumer Affairs, Board of Psychology. Education Possession of a Master’s degree from an accredited college or university with a major in psychology, social work, counseling, public administration, or a closely related field. Experience Three (3) years of full‑time post‑licensure experience in a behavioral health program or agency, with at least one year of supervisory experience; OR three (3) years of full‑time experience in mental health program administration with at least one year of administrative responsibility and staff supervision.
