Overview The Energy Project Manager will advance the critical initiative of reducing emissions and energy consumption across the City by helping deliver energy projects at buildings operated by BPL. The BPL Energy Team is located within the Capital Planning and Facilities Management department and oversees energy management for a portfolio of 60 buildings, totaling approximately 1.1M square feet. Responsibilities Review and analyze energy audits and manage energy efficiency project scoping, guiding the project selection and alternative analysis for the BPL portfolio. Develop and review scopes of work for energy efficiency projects, ensuring BPL design standards are met and identifying design improvement opportunities. Quantify energy conservation opportunities by performing technical calculations to estimate energy savings, cost savings, and emissions reductions. Help prepare applications for funding programs. Manage the design and construction of energy efficiency projects, reviewing design packages, managing contracts and budgets, and resolving technical issues. Maintain project documentation, perform data collection for on‑demand reporting of schedules, budgets, scopes, and verified energy savings. Develop and implement M&V plans in accordance with the International Performance Measurement and Verification Protocol and assess realized savings. Support integration, management, and monitoring of building automation systems to increase energy efficiency. Assist with specification development, evaluate new technologies, and make deployment recommendations. Provide additional support to other BPL Energy Team initiatives as needed. Conduct site visits throughout implementation to assess opportunities, refine scopes, facilitate walk‑throughs, ensure compliance, and support measurement and verification. Qualifications One year of full‑time satisfactory experience in project management for engineering, architectural, landscape architectural, or construction projects with values of $1,000,000 or more, and either: A baccalaureate degree in engineering, architecture, landscape architecture, business administration, or public administration plus one year of project‑management experience; A high‑school diploma or equivalent with five years of such experience; A high‑school diploma or equivalent plus a combination of college education and experience to make up the equivalent of five years. One year of experience credit is awarded for: (a) each 30 semester credits of college education leading to a bachelor’s degree in the related disciplines; (b) a master’s degree in the disciplines; (c) a valid NYS license as a Professional Engineer, Registered Architect, or Registered Landscape Architect. Additional qualifications include a strong understanding of building energy systems, Niagara certification or willingness to pursue it, experience with energy‑efficiency retrofit projects, HVAC systems, building automation, ASHRAE or AEE procedures, NYC electrical and energy codes, energy‑cost calculations, and emissions calculations. Certifications such as Certified Energy Manager (CEM), Certified Energy Auditor (CEA), Certified Building Commissioning Professional (CBCP) or Existing Building Commissioning Professional (EBCP), or Building Operator Level 1 credentials are preferred. Strong written and verbal communication skills, proficient computer skills, ability to manage simultaneous projects, commitment to customer service, and ability to climb ladders and carry 10 pounds of equipment are required.
