SUPERVISORY RECREATION SPECIALIST (FITNESS PROGRAM DIRECTOR)

Summary This position is located at the Fitness Center, Naval Base Guam (NBG). The mission of Joint Region Marianas (JRM) Quality of Life (QOL) Programs (J9) is to provide the highest quality programs and services to the military community through self‑sustainment across all QOL programs. Duties Program Management Plans, organizes, develops, implements, and manages a diverse fitness, sports, and aquatics program, within the scope of higher‑level objectives and guidelines. Coordinates with city, state, other military bases, and relevant organizations to establish a well‑rounded fitness and sports program and promote health/wellness to the community. Ensures fitness advisory members are assigned and the program philosophy is understood. Conducts meetings and hosts collaborative events and educational seminars. Maintains participation records, determines award winners, and arranges award presentations. Interprets program trend and cost data to refine methods and techniques. Prepares appropriated fund (APF) and NAF budgets for fitness, sports, and aquatics programs. Monitors contract services and performs quality assessment and evaluation (QAE). Completes local needs assessments and surveys annually to incorporate findings into the annual program plan. Coordinates marketing staff to develop promotional advertising and sponsorship strategies. Assists Local Command Fitness Leaders in administering safe Physical Readiness Tests. Solicits, interviews, selects, and directs volunteers and contract instructors for activities and specialty programs. Maintains volunteer records and submits nominees for recognition through the base volunteer program. Reviews current research and journals to ensure methodology and philosophy remain current. Ensures program meets or exceeds industry standards set by organizations such as the Cooper Institute, Presidents Council on Physical Fitness, OSHA, DoD, and ACSM. Facility Management Coordinates use and maintenance of indoor and outdoor facilities including gyms, fitness centers, tennis courts, pools, fields, tracks, and football/soccer areas. Assists engineers on construction requirements for new facilities and coordinates with Naval Facilities Engineering Command and other base agencies on maintenance, repairs, and equipment installation. Develops a five‑year facility improvement program, prepares construction plans, and submits work orders for renovations and expansions. Maintains inventory control of all property, equipment, and supplies to protect assets and determine replacement needs. Ensures compliance with safety, fire, and environmental regulations, providing safe, healthy, comfortable, and adequate facilities. Supervisory Directs work of the staff, including Fitness Coordinator, Sports Coordinator, Aquatics Coordinator, Facility Coordinator, and Outdoor Maintenance Supervisor. Conducts annual performance reviews of staff. Participates in MWR Fitness staffing decisions. Ensures staff receives proper training for their roles. Addresses disciplinary and performance issues promptly, taking corrective action as necessary. Occasional travel of less than 10% may be required. Must be willing to work varied schedules, including split days off, evenings, weekends, and holidays. Must hold a valid state driver’s license. Must hold current CPR and First Aid certification. This is a supervisory position responsible for total facility oversight, including operation, programming, and staffing. Preferred qualifications: a combination of two of the following: Professional certification from a National Commission for Certifying Agencies (NCCA) or Distance Education Accrediting Commission (DEAC) accredited health/fitness organization. Competency in business, design, and delivery of exercise programs. At least three years of experience in the fitness industry for civilian personnel. Qualifications Applicants must provide evidence of experience and knowledge, skills, and abilities (KSAs) related to this position. Education must be accredited by an institution recognized by the U.S. Department of Education. Proof of credentials, certifications, training, or service may be required at the time of resume submission. Knowledge of exercise science, strength conditioning, nutrition, weight management, cardiovascular endurance, and exercise prescription. Understanding of biomechanics, fitness testing, and proper use of strength training equipment. Ability to plan and execute a comprehensive fitness, aquatics, and sports program for individuals and teams. Knowledge of anatomy, physiology, kinesiology, military fitness standards, testing procedures, and recovery factors. Supervisory skill, including staffing, performance management, and training. Knowledge of CNIC's EEO policy and procedures. Knowledge of NAF and APF budgeting processes and ability to prepare budgets. Proficiency with Microsoft Office programs (Word, Excel, PowerPoint, Outlook). Knowledge of safety, fire, and environmental regulations. Ability to develop and deliver presentations and training. Effective oral and written communication skills. Work is primarily sedentary but may require physical exertion such as standing, walking, bending, and lifting up to 45 lbs.
