District Treasurer

District TreasurerJob Overview The District Treasurer will administer the fiscal affairs efficiently, expeditiously and to the ultimate benefit of each student enrolled through the maximization of the return of the Districts liquid assets. This position will be accountable for all cash and treasury aspects of the District, including investments and the debt service fund management.Essential Duties and Responsibilities Monitor cash and investment balances daily and request transfers of funds between investment pools and cash accounts Ensure compliance with Investment Strategy and request and recommend investment purchases Act as a liaison with depository bank, pools and brokers to enhance the District's banking and investment functions Work on depository bids, set up new accounts and troubleshoot any issues Serve as the primary point of contact for the Financial Advisor, Bond Counsel and Underwriters to assist the Chief Financial Officer (CFO) with all debt issuances and debt issuance compliance Assist the CFO with selection of underwriter syndicate for all debt issuances Work closely with Design & Construction, Purchasing, Accounting, Budget and other departments to ensure accuracy of cash flow forecasts Work to maximize investment returns while maintaining safety and liquidity and compliance with investment policy and strategies Monitor and reconcile investment purchases, maturities, interest payments and collateral amounts Prepare monthly and yearly cash flow statements for various funds and investment reports Implement, manage and monitor the District's commercial paper program Review processes and procedures of cash management and recommend changes to streamline or increase internal controls Review PCI (Payment Card Industry) Compliance and set up and maintain credit card processor account Assist with external and internal audits including preparation of annual report Prepare board documents for Investment Strategy and approval of brokers and obtain all necessary information from brokers Handle cash needs for debt closing transactions and ensure all debt payments are made on a timely basis Assist with review of data for PEIMS submission Maintain Excel spreadsheets for various finance functions Supervise assigned staff and complete yearly evaluation Perform test upgrades of credit card processor system, investment software and Enterprise Resource Planning (ERP) systemsQualification Requirements To perform this job successfully, an individual must be able to perform each of the above essential duties satisfactorily. Bachelor's Degree in accounting, finance, or management Minimum of 5 years of school district/government/industry experience Minimum of 4 years of investing experience Experience with PeopleSoft Accounting software preferred Proficient in use of personal computer using Microsoft Excel, Word, databases and other software Ability to communicate effectively, both orally and in writing Demonstrated experience and working knowledge of TEA's Financial Accountability System Resource Guide (FASRG) and GASB pronouncements preferred Physical Requirements/Working Conditions The work environment characteristics and physical demands described here are representative of those an employee encounters while performing the essential functions of this job. Some assignments are subject to completion within strict time constraints and involve the potential stress associated with time-sensitive completion of tasks. Daily attendance and punctuality at work on time every day are essential functions of the job.
