Social Worker - HUDVASH

Summary
This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval - award amount (up to $200 -000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Basic Requirements:
- The basic requirements for employment as a VHA social worker are prescribed by statute in 38 U.S.C. § 7402(b)(9) - as amended by section 205 of Public Law 106-419 - enacted November 1 - 2000
- To qualify for appointment as a social worker in VHA - all applicants must meet the following: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
- English Language Proficiency
- Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005 - Part II - chapter 3 - section A - paragraph 3j - this part
- Education
- Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
- Licensure
- Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level
- GS-9 Exception
- VHA may waive the licensure or certification requirement for persons who are otherwise qualified - pending completion of state prerequisites for licensure/certification examinations
- This exception only applies at the GS-9 grade level
- For the GS-11 grade level and above - the candidate must be licensed or certified
- VHA social workers who are not licensed or certified at the time of appointment must become licensed or certified at the independent - master's level within three years of their appointment as a social worker
- Grandfathering Provision
- All persons employed in VHA in this occupation on the effective date of the Social Worker Qualification Standard - GS-0185 - September 10 - 2019 are considered to have met all qualification requirements for the title - series and grade held - including positive education and licensure or certification that are part of the basic requirements of the occupation
- May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)

- Social Worker - GS-11: Experience
- Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings - (VA or nonVA experience)
- -OR- Education and Licensure
- In addition to meeting basic requirements - a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting

Duties
- Position vacancies are at Gainesville VAMC and Jacksonville locations
- This position is located at the North Florida/ South Georgia Veterans Health System in the Community Reintegration and Recovery Service
- The incumbent provides community-based case management services to Veterans participating in the HUD VASH program
- Works closely with the VA medical center's homeless programs - residential and community programs - and domiciliary programs to ensure that coordination between these entities is facilitated and Veterans direct care - referral - and follow-up is based on a continuum of services
- Independently provides clinical psychosocial and case management services for eligible Veterans and their family members in the program
- Works in close consultation with the HUDVASH Social Worker assigned
- Veterans eligible for HUDVASH come from a wide geographic area
- Their health and mental health needs may be complex and require a high degree of clinical oversight and creative problem solving
- Services are provided in healthcare settings and in the community
- The HUDVASH Program requires continuous coordination with the community's homeless providers and coalitions as well as with other local - state - and federal agencies
- Duties of the Social Worker - HUD-VASH program include but are not limited to the following: Develops working relationships and agreements with other organizations and directly coordinates with the designated Public Housing Authority(PHA) regarding housing voucher application and award process for each veteran
- Regularly conducts and participates in outreach activities including field interviews - assessments and referrals for homeless veterans contacted in the community - shelters - and \"on the streets -\" as well as those who are referred by VA residential programs - medical centers or outpatient clinics
- Evaluates the veteran's situation - abilities - and capabilities - and arrives at a reasoned conclusion including an assessment of vulnerability and priority for admission
- Assesses at-risk factors and develops a preliminary plan - involving the veteran and family or significant others - and performs an insightful assessment of serious and complicated cases involving psychiatric illness which may also include - catastrophic medical condition - dementia - traumatic brain injuries - and other high risks diagnoses
- Provides referral to VA medical and mental health inpatient and outpatient treatment and to other VA services including VA benefits - as well as community-based social services and other non-VA entitlement programs
- Develops psychosocial treatment plans - actively involving the veteran and their family or significant others - in coordination with interdisciplinary team members - based on the psychosocial assessments - including goals for clinical treatment
- Using known resources - the incumbent makes initial and continuing decisions coordinating the veteran's care through linking and referral to VA medical facilities or Regional Offices and other VA and non-VA services and provides independent consultation and makes recommendation to the interdisciplinary team on course of action
- Provides direct mental health and substance abuse services for veterans and family members or significant others in support of the veteran's treatment
- Gives advice - guidance - emotional support and other assistance and provides individual and group counseling services as well as crisis management services needed to maintain the veteran safely in his or her residence
