Business Analyst 2 – Delivery & Validation

Location: Pennsylvania
Work Arrangement: Hybrid – 2 days onsite per week; Wednesday is mandatory
Position Overview

We are seeking a Business Analyst 2 – Delivery & Validation to support application modernization, technology upgrades, infrastructure initiatives, system migrations, and other technology projects.

The Business Analyst will work closely with business stakeholders, Project Managers, application development teams, architects, technical teams, vendors, and other project partners to translate business needs into clear and actionable requirements.

The role has a strong focus on requirements traceability, solution validation, User Acceptance Testing (UAT), business readiness, and transition to production .

Key Responsibilities

Elicit, analyze, document, and validate business and functional requirements.
Facilitate stakeholder discussions and translate business needs into structured requirements.
Develop current-state and future-state process documentation.
Define business rules, workflows, acceptance criteria, and validation requirements.
Perform gap, impact, dependency, and process analysis.
Evaluate proposed solutions against documented business requirements and intended outcomes.
Identify gaps, risks, dependencies, constraints, and areas requiring further analysis or resolution.
Maintain traceability between requirements, solution decisions, testing, defects, changes, and stakeholder acceptance.
Develop structured UAT and business validation scenarios and test cases .
Coordinate business testers, testing schedules, test execution, validation results, and defect tracking.
Support functional UAT, regression testing, business process validation, data validation, and other business acceptance activities.
Support business and operational readiness for application releases, technology upgrades, infrastructure changes, and system migrations.
Contribute to readiness assessments, cutover planning, stakeholder communications, and post-implementation validation.
Assess user and stakeholder impacts and develop supporting materials such as user documentation, job aids, training materials, and release communications.
Proactively communicate project risks, issues, gaps, dependencies, and recommendations.
Independently manage assigned analysis activities while balancing competing priorities.

Required Qualifications

Experience performing business analysis for application modernization, technology upgrades, infrastructure initiatives, system migrations, or complex technology projects .
Strong experience with requirements elicitation, analysis, documentation, validation, and traceability.
Experience developing:
- Business and functional requirements
- Current-state/future-state processes
- Workflows
- Business rules
- Acceptance criteria
- Gap analyses
- Impact assessments
Experience evaluating technology solutions against business requirements and intended outcomes.
Experience supporting UAT and business validation activities .
Strong analytical, organizational, facilitation, and communication skills.
Excellent professional writing and documentation skills.
Ability to work independently and manage competing priorities.
Ability to identify risks and gaps and provide well-reasoned recommendations.

Highly Desired Qualifications

Experience with Azure DevOps or comparable project/test-management tools.
Experience managing requirements, test cases, validation results, defects, and delivery artifacts.
Experience supporting application releases, production cutovers, regression testing, and post-implementation activities.
Experience supporting internally developed applications or comparable regulatory/operational systems.
Experience with regulatory, compliance, or public-sector business processes.
Experience documenting statutory requirements, business rules, workflows, and operational procedures.
Ability to communicate complex technical and business information effectively to both technical and non-technical audiences.
