Business Analyst

Job Summary:

The Business Analyst Journeyman plays a critical role within the Office of the Chief Information Officer, supporting the Chief Financial Officer's business units focused on Individual Income Tax, Business Tax, and Real Property Tax. This position involves analyzing and improving business processes, gathering and validating system requirements, supporting software evaluation and implementation, and ensuring systems meet organizational needs. Responsibilities:

• Develop and maintain understanding of key business processes and policies for business units.
• Assist business units with process improvements and resolution of system issues.
• Track software trends and recommend system upgrades or replacements.
• Gather requirements for new or existing systems and participate in software evaluations.
• Support system implementation including fit/gap analysis, configuration, and requirements traceability.
• Create test cases to ensure all requirements are validated prior to system go-live.
• Document interface control documents and re-engineered business processes.
• Define IT roles and responsibilities for system maintenance post-implementation.
• Provide input for project planning, scheduling, budgeting, and financial analysis including cost/benefit assessments.
• Attend required training and perform routine administrative duties.

Required Skills & Certifications:

• Minimum six years of business analysis experience.
• At least six years of experience as a business analyst in financial/accounting applications.
• Proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, Visio, SharePoint, and MS Project.
• Strong analytical skills with six years of practical application.
• Bachelor's degree in Science, Technology, Mathematics, Finance, or Accounting.

Preferred Skills & Certifications:

• Experience with MS Teams.
• Familiarity with project management and software implementation methodologies.

• Position requires adherence to administrative responsibilities and training schedules.

Scheduling:

• Contract duration from October 1, 2026, to March 31, 2027.
• Work location: Washington, DC.
• Standard office hours assumed unless otherwise specified.
