Additional PTO Program
Employees who hold the positions of Department Head, Manager or Supervisor will accrue PTO at the rate equal to their years of regular full-time service with the District since their most recent date of hire plus ten (10) years and will continue to advance through the PTO accrual schedule annually, not to exceed the maximum of 39 days per year. Employees in all other regular full-time administrative positions will accrue PTO at the rate equal to their years of regular full-time service with the District since their most recent date of hire plus five (5) years and will continue to advance through the PTO accrual schedule annually, not to exceed the maximum of 38 days per year. The accrual rate will become effective on the date the employee assumes the responsibilities of the new position. HOLIDAYS
The following holidays are observed: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Fourth of July, Labor Day, Veterans' Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Day, Christmas Eve (when falls on Monday-Thursday). Each August 1st, regular administrative employees will receive four additional holidays, designated as "Floating Holidays". The Floating Holidays are available on August 1 of each year and must be used within the next 12 months.
ADMINISTRATIVE EMPLOYEE LEAVE (AEL) Each February 1st, regular administrative employees will receive eight (8) hours of AEL. Exempt employees will also be provided with eight (8), sixteen (16), or twenty-four (24) additional AEL hours, depending on position. AEL days must be used before the following February 1st and are not eligible for cash out with separation of employment.
RETIREMENT PLAN
The District is a member of the Washington State Public Employee's Retirement System (PERS). Participation is mandatory for all employees in eligible positions. Both the employee and the employer make contributions to the PERS system. PERS determines the percentage of Employee and Employer contributions. Employee contributions are made on a tax-deferred basis. MEDICAL INSURANCE
Regular employees receive Medical/Vision Insurance. Coverage begins on the first day of the month following employment. The District will pay ninety percent (90%) and the employee will pay ten percent (10%) of such total Medical premium, whether for employee-only or employee-dependent coverage. Employees who retire under PERS or Social Security are provided with the same Medical and Dental coverage as active employees for a period of time equivalent to 1 month of coverage for each month of service, or, until age 65, whichever is sooner. Division of premium is the same as for active employees. Those retirees whose medical coverage extends up to age 65 are eligible for Supplemental Medicare coverage, based on a fixed District premium. Dental coverage ends at age 65. DENTAL INSURANCE
Dental Insurance is also provided for regular employees. The District will pay ninety percent (90%) and the employee will pay ten percent (10%) of such total Dental premium, whether for employee-only or employee-dependent coverage. Coverage begins on the first day of the month following employment. LIFE INSURANCE
All exempt and non-exempt regular administrative employees will be provided $50,000 coverage from the District. Exempt administrative employees will also be provided the option to receive additional coverage from the District in the amounts of $25,000, $50,000 or $100,000, depending on position. If an employee elects to receive this additional coverage, the benefit will be taxable to the employee in accordance with IRS regulations. Accidental Death and Dismemberment coverage in an amount equal to $200,000 is also provided by the District. Additional Life and/or AD&D Insurance is available for individual purchase. LONG TERM DISABILITY (LTD) INSURANCE
Following the six-month eligibility requirement, regular employees are provided with LTD Insurance that provides a benefit of 40% of regular earnings. The employee has the option of purchasing an additional 20% of coverage. Benefits are available after the ninetieth day of disability. DEFERRED COMPENSATION
IRS sponsored plans 401(k) and 457 are available to regular employees. Contributions to such plans are made on a tax-deferred and/or Roth basis. For regular non-bargaining employees, the District will match fifty percent (50%) of the Participant's Voluntary 401(k) deferrals up to the first ten percent (10%) of the Participant's effective compensation (maximum of five percent 5%). District matching is a tax-deferred contribution. CREDIT UNION
Membership in the Utility Employees Federal Credit Union is offered to the District employees and their families. Payroll deduction is available for deposits and loan payments. VEBA
Salaried employees in participating groups are enrolled in a Health Reimbursement Arrangement (HRA) - Voluntary Employees' Beneficiary Association (HRA VEBA) program after six months of employment.
A VEBA is a tax-exempt trust authorized by Internal Revenue Code Section 501(c)(9). The tax objectives of this type of plan are to enable you to make tax-free deposits to the Plan, for your account to be credited with tax-free investment earnings, and to enable you to obtain tax-free reimbursements for your medical expenses and insurance premium payments. - Coordinate Engineering activities with other District departments.
- Participate in the hiring, training, supervision, development, and evaluation of assigned Engineering personnel.
- Evaluate and maintain written documentation of employee performance, training, development, and goals.
- Ensure assigned engineers are appropriately trained and provided with necessary tools, resources, and information to perform engineering work safely and effectively.
- Organize, prioritize, assign, review, and approve engineering work for accuracy, efficient delivery of service, cost-effectiveness, and conformance with District standards, policies, and applicable requirements.
- Plan, schedule, coordinate, and may design electrical system improvements to support system safety, reliability, power supply, and operational needs.
- Provide technical assistance for the design, construction, operation, maintenance, troubleshooting, and improvement of the District's electrical transmission and distribution system.
- Supervise the preparation of specifications, bid evaluations, and recommendations for contractor and consultant bids and proposals related to assigned engineering, equipment, and construction projects.
- Coordinate activities and work with contractors and consultants on design, construction, and other assigned projects.
- Manage the planning and design of District transmission and distribution engineering functions.
- Coordinate and supervise system planning studies, technical studies, calculations, evaluation tests, reports, and other analyses related to transmission and distribution engineering activities.
- Supervise and coordinate work related to rights-of-way, franchises, easements, permits, and other requirements for District transmission and distribution facilities.
- Recommend acquisition of new devices, apparatus, and equipment to improve safety, reliability, efficiency, economy, standardization, maintainability, and performance of the District's electrical system.
- Understand, apply, explain, enforce, ensure compliance with, and assist with the development of District engineering, material, construction, electrical service, policy, procedure, and practice standards.
- Use, monitor, and report on work performed through the District's engineering work production systems and applicable technical computer programs.
- Participate in material forecasting, planning processes, and asset management.
- Interpret and apply the District's rate schedules and policies for different classes of service and line extensions.
- Investigate and respond to customer questions or complaints and ensure they receive prompt and courteous attention, including power quality concerns.
- Assist in preparing the annual District capital improvement and operating budgets, and in preparing and maintaining a multi-year capital improvement program.
- Prepare and maintain correspondence, reports, records, performance measures, and other documentation related to assigned Engineering activities.
- Review design drawings, specifications, and other technical documents prepared by others for accuracy, design integrity, and compliance with applicable standards.
- Maintain productive, positive working relationships with District employees, customers, contractors, consultants, agencies, and other organizations.
- Professionally represent the District with customers, the public, government agencies, and other organizations.
- Maintain current knowledge of the District's power system, including circuits, major switches, protection device locations, and priority restoration areas; provide leadership and technical advice during outages and other system events.
- Serve on assigned committees and projects.
- Perform other duties, including the roles of other management employees, as assigned.
- Knowledge of effective management principles and practices.
- Knowledge of all applicable phases of electric system design, construction, operation, and maintenance.
- Ability to effectively communicate orally and in writing.

- Thorough knowledge of applicable laws, codes, standards, and accepted safety practices relating to electric utility work.
- Knowledge and understanding of the National Electrical Safety Code and other related industry standards.
- Knowledge of budgeting, cost estimating, and basic accounting practices.
- Ability to troubleshoot, negotiate, solve problems, exercise sound judgment, and work independently.
- Working knowledge in the use of personal computers and software used by the District, including applicable engineering modeling, analysis, and work production software.
- Ability to discreetly protect and manage confidential information.
- Thorough knowledge of overhead and underground transmission and distribution systems.
- Bachelor of Science degree in Electrical Engineering, or an equivalent combination of related education and experience; and
- Eight (8) years of relevant education and professional electrical engineering experience with an electrical utility or equivalent.
- Professional Engineer registration in the State of Washington.
- Electrical transmission, distribution, and substation utility engineering experience.
- Supervisory training and/or demonstrated leadership/supervisory capabilities.
- Valid Washington State Driver's License and qualify for the District's auto liability insurance.
- Duties are performed in an office environment and field locations, during daylight hours and at night. Field locations expose the incumbent to varying weather conditions, including temperature extremes, various types of terrain, and energized equipment.
- Individual may be exposed to conditions and hazards from vegetation, construction sites, energized equipment, and structures in varying condition.
- Some work is performed in the vicinity of electrical high voltage lines and equipment.
- This position may necessitate working beyond normal business hours.
- Hand-eye coordination is necessary to operate personal computers, various office equipment, machinery and equipment associated with fieldwork and motor vehicles.
- Operation of a motor vehicle occurs on various road conditions, including hazardous situations due to weather conditions.
- Individual must be able to traverse all types of terrain, climbing over limbs and debris.
- Individual may lift boxes and other materials associated with office work, up to fifteen (15) pounds.
- Communication is often done by phone, radio, or computer.
- The ability to distinguish colors is necessary to create, read, and interpret drawings and documents.
