Job Overview The Capital Improvement Program (CIP) Department is seeking a motivated and detail‑oriented professional to serve as a CIP Inspector. Depending on qualifications and experience, the role may be filled at either the Inspector or Senior Inspector level. The position involves supporting the Town’s infrastructure projects, including roads, utilities, parks, and public facilities. Salary:

• CIP Inspector: $62,090.60 – $74,966.58 per year.
• CIP Senior Inspector: $71,560.79 – $87,299.10 per year.

Position Status: Continuous open. First review will begin the week of May 25 2026. Subsequent reviews weekly; posting may close at any time after the first review. Job Classification Summary Incumbents perform inspections of multiple construction projects as part of the Town’s Capital Improvement Program. Duties include site and field inspections, record keeping, review of plans and specifications, and assistance with reports, budgets, project close‑outs, and final reports. Distinguishing Characteristics For the Inspector level, the role is a fully qualified level construction inspection classification. For the Senior Inspector, it is a lead‑level classification requiring advanced technical knowledge and the ability to modify guidelines and initiate new approaches. Essential Duties Perform inspections on CIP projects to ensure compliance with approved plans and specifications for roadways, bridges, culverts, storm drains, water/sewer mains, utility connections, parks, public safety facilities, and water treatment facilities. Inspect construction materials and methods to ensure adherence to plans, specifications, and construction details. Compute and review monthly pay applications, working with contractors to finalize and agree on completed work and payment. Communicate with supervisors, employees, other departments, developers, contractors, engineers, surveyors, utility companies, the public, and outside agencies to coordinate work, review status, resolve problems, and exchange information. Attend project meetings during construction, solving problems and conflicts related to construction issues. Coordinate and monitor material testing, maintain filing for testing, review test results, and enforce corrective actions for failing materials. Prepare daily reports for each assigned project, documenting workforce on site, work performed, communications with the contractor, and any issues identified. Review requests for change orders and prepare documentation to justify or deny each request. Perform related work as assigned. Minimum Qualifications Education: Associate’s Degree in construction management, civil engineering, or a related field. Experience: Inspector – two years of experience performing construction and engineering inspections; Senior Inspector – five years of experience performing a variety of construction and engineering inspections. Licensing / Certification Requirements Valid Class D Arizona Driver’s License. Preferred: American Public Works Association (APWA) CPII certification. Preferred: American Concrete Institute (ACI) Grade IA certification. Preferred: International Code Council (ICC) Certification – Commercial Combination. Senior Inspector: Maintain all required certifications/licenses within one year of hire; preferred certifications required within specified timelines. Special Requirements This position is identified as a safety‑sensitive position. Upon conditional offer, the selected candidate will be required to undergo testing for alcohol and controlled substances within twenty‑four (24) hours of the offer. Skills Interpret and apply relevant federal, state, and local laws, codes, signage, rules, and regulations. Inspect construction projects for conformity to standards and plans. Read and interpret plans and building codes. Use computers and related software applications. Communicate and interact effectively with coworkers, supervisors, the general public, and other parties. Physical Strength Demands The role requires light to medium physical effort. Tasks may include walking, lifting, carrying, pushing/pulling, and standing for periods up to two‑thirds of the workday. No heavy or very heavy physical requirements. Physical Demands Typical demands include walking, standing, lifting up to 20 lbs, carrying supplies, and occasional bending or reaching.
