Specific duties include, but are not limited to, performing high-level analyses of department data, creating reports on operational metrics, program management, and identifying opportunities for increased efficiency and cost savings throughout the department. Special Initiatives & Project Coordination Lead and coordinate various projects assigned by departmental leadership. Manage implementation of schedules, milestones, deliverables, and communications for each initiative. Research industry best practices for operational solutions and efficiencies. Evaluate and implement technologies, software, and operational tools for approved departmental initiatives. Identify grant opportunities and support grant-related research and coordination efforts. Lead and manage implementation efforts for approved departmental/organizational initiatives. Meet or exceed metrics and milestones for assignments and tasks as assigned. Data Analysis & Operational Research Develop dashboards, reports, and analytical tools with data that is verified in asset management systems. Filter, sort, and organize data in existing systems to create analytic reports for operational needs. Ensure consistent, quality data is gathered and reported on a consistent basis. Accreditation & Process Improvement Serve as the department's Accreditation Manager. Coordinate accreditation activities and maintain compliance documentation. Develop, document, and maintain SOPs and operational procedures in conjunction with divisional leadership. Track the implementation of operational improvements and organizational initiatives. Coordinate interdepartmentally for compliance needs on a regular basis. Asset Management & Technology Support Manage and optimize asset management systems. Maintain and improve asset inventory accuracy. Ensure data quality and consistency. Support the integration of data across departmental software platforms. Develop and maintain GIS-based analysis and reporting tools. Research emerging technologies and operational innovations. Support Smart City and digital service initiatives. Executive & Administrative Support Develop presentations, briefing papers, and reports on assigned projects. Conduct policy and operational research. Support departmental committees and working groups. Lead special assignments from the Public Works Director and Assistant Director. Represent the department on internal teams and initiatives across the City. Knowledge, Skills & Abilities Must be highly organized and lead multiple initiatives simultaneously. Ability to develop productive working relationships by building rapport with others; speak and communicate clearly and distinctly; understand and follow oral and written instructions; analyze data, think critically, and synthesize information succinctly; learn and apply departmental practices, policies, procedures, and organizational structure; develop thorough knowledge of the City’s geographical layout and establish effective relationships with key personnel; and learn and adapt in a rapidly changing environment Proficiency in business English, spelling, proper grammar, and punctuation. Computer skills to include processing data, preparing/formatting reports, and clearly communicating information using tools such as Microsoft Excel, Word, PowerPoint, Adobe Pro, etc. Knowledge of office equipment (copy machine, computer, tablets, etc.) and ability to learn and use various computer programs (Outlook, OpenGov, Adobe Acrobat, Routeware, GIS, Oracle, etc.). Minimum Education & Experience Graduation from a four-year accredited college or university with a degree in Business, Public Administration, or a related field. One to three years of experience performing data analysis or similar with extensive computer experience. An equivalent combination of education and experience determined to be directly related to the foregoing specific requirements may be substituted. Special Requirements Must have a valid Florida driver’s license and a good driving record as determined by the City of Winter Haven.
