Summary

The Charleston VA Healthcare Network is recruiting for a Medical Instrument Technician (Diagnostic Ultrasound). This position is located within the Radiology Service at the Ralph H. Johnson VA Healthcare System. The Ultrasound Technologist performs a full range of routine to complex ultrasound examinations and procedures. The incumbent collaborates closely with radiologists, providers, and other clinical staff to ensure examinations are completed efficiently and to the highest quality standards.

Functions:

A. Performs a variety of routine to complex ultrasound examinations that require independent judgement, ingenuity and initiative in the operation of diagnostic ultrasound scanning equipment to produce cross sectional and two dimensional pictures of internal organs and body structures used to diagnose diseases and other medical conditions. The technologist must be competent in the production, use, recognition, and analysis of ultrasound images and patterns used for patient diagnosis and treatment. The sonographer at this level is regarded as an expert source and the interpreting radiologist relies heavily on the skills, knowledge, and abilities of the sonographers in providing a final interpretation.

B. The studies include but are not limited to: Abdomen - liver, gallbladder, spleen, pancreas, abdominal aorta, vena cava and femoral arteries using Gray Scale, Real Time and multiple Doppler techniques to evaluate these structures for size, abnormal contour, cysts, tumors and various pathological disorders. Retroperitoneum -kidneys, adrenal glands, nodes, and urinary bladder using Gray Scale, Real Time and multiple Doppler techniques. Pelvis - urinary bladder, scrotum, prostate. Female pelvis performed with transabdominal and/ or endocavity probe for ovaries, and uterus. Miscellaneous scans (small parts) to include thyroid, skin lesions, baker's cyst, hernias, etc.

C. In addition to general ultrasound, may also perform renal doppler, hepatic doppler, transplant imaging, mesenteric, TIPS evaluation, AV fistulas, temporal arteries, upper and lower extremities, and other vascular studies (arterial or venous) as deemed by service leadership. Implements protocols and performs exams for various research studies.

D. As needed, assists with US-guided procedures including but not limited to biopsies, aspirations, drainages. Follows sterile/aseptic techniques and adheres to facility infection control policy.

E. Performs routine, urgent or STAT outpatient, inpatient or emergency department ultrasound studies either in the Ultrasound department or bedside (portable), following pre-determined scan protocols.

F. Assures images are properly identified with patient demographics, technologist notes and verifies archiving in PACS, ensuring efficiency and accuracy.

G. Demonstrates knowledge of cross-sectional human anatomy and physiology as well as medical terminology.

H. Evaluates the nature of critical and emergent procedures and rearranges priorities to accommodate them.

I. Reports equipment malfunctions in a timely manner to the supervisor and Biomedical Engineering, and is competent to enter service requests/workorders, as appropriate.

J. Assures timely/efficient completion of assigned workload.

K. Reviews new developments in the field and recommends to supervisor those that would improve the operation of the section. Participates in special assignments or projects as directed by leadership. Performs periodic review of ultrasound protocols and workflows, making recommendations for improvements/updates

L. Other duties, as assigned.

Work Schedule : Mon-Fri 11am-7pm, rotating holidays and on-call duties

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).

Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66 .

Qualifications

BASIC REQUIREMENTS:

a. Citizenship . Citizenship of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

b. Education . There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels. See the grade requirements part of this standard for information regarding educational substitutions.

c. Licensure or Certification. Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For certain functional areas at the higher levels or supervisory assignments, specific certifications appropriate to the specialty are indicated in this standard under "Titles and Certification/Registrations". For all specialties identified in this standard, Basic and Advanced Cardiac Life Support certifications are desirable. Training which does not result in official certification does not meet this definition.

d. Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 Hybrid qualification standards. Some of these provisions may not apply to this occupation. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/ registration requirements that apply to this occupation.

All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation.

Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.

Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.

Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.

Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.

If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.

Diagnostic Ultrasound Technicians operate diagnostic ultrasonic scanning equipment to produce cross sectional and two dimensional pictures of internal organs and body structures used to diagnose diseases and other medical conditions. Registration is offered by Cardiovascular Credentialing International (CCI) or by the American Registry of Diagnostic Medical Sonographers (ARDMS).

GRADE Determination:

GS-10. In addition to the core competencies defined at the GS-9 level, positions at this grade may be supervisory or non-supervisory with specialized advanced knowledge and assignments.

(a) Experience . At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following technical KSAs.

(b) Demonstrated Knowledge, Skills, and Abilities. KSAs 1, 2, and 3 are appropriate for all positions at this level. KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment.

1. Advanced knowledge of complex and non-standard treatment and examination procedures and techniques.

*2. Ability to plan and assist in the establishment of a completely integrated treatment and examination program.

*3. Ability to evaluate new products and equipment and make recommendations concerning developments which would improve operations.

(c) Certification . Registration by Cardiovascular Credentialing International (CCI) or by the American Registry of Diagnostic Medical Sonographers (ARDMS) is highly desirable. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable.
