Clinical Value Analysis Manager - Sourcing and Value Analysis

Minimum Qualifications: Bachelor’s degree in Nursing, Healthcare Administration, Business, Supply Chain Management, or a related field. Five or more (5+) years of experience in healthcare, supply chain management, value analysis, clinical operations, or a related area, with at least two (2+) years in sourcing, value analysis, or strategic clinical supply roles that required significant interaction with clinicians and supply chain. An equivalent combination of education and experience relevant to the role may be considered for this position. Preferred Qualifications: Experience with public procurement, preferably with State of Texas entities, UT System, or other government agencies. Supply chain and/or clinical experience in an academic healthcare setting or government agency. Two (2) or more years in a formal leadership position overseeing value analysis, strategic sourcing, or clinical resource management teams. Experience leading teams that support large-scale standardization, new technology adoption, or system implementations (e.g., Jaggaer, EMR upgrades, analytics platforms) in an academic medical center. Experience working with business intelligence tools (Power BI, Tableau) and advanced Excel to interpret program-level metrics and guide decision-making. Utilization of AI tools, including but not limited to Microsoft Copilot, to enhance data analysis, reporting, and process automation. Master’s degree in Business Administration, Health Care Administration, Health Informatics, Supply Chain Management, or a relevant field. C.P.S.M. (Certified Professional in Supply Management), C.P.P.B. (Certified Professional Public Buyer), C.P.P.O. (Certified Public Procurement Officer), C.T.C.M. (Certified Texas Contract Manager), or an equivalent nationally recognized certification of professional credentials as deemed acceptable to UTMB within eighteen (18) months of appointment in title. CVAHP (Certified Value Analysis Healthcare Professional), CMRP (Certified Materials and Resource Professional), or other relevant value analysis certifications. Current clinical licensure (e.g., RN) if applicable. Job Summary: The Clinical Value Analysis Manager leads and develops the Clinical Value Analysis (CVA) Specialists and is accountable for the design, execution, and continuous improvement of the CVA program across UTMB. This position serves as the primary operational and strategic leader for value analysis, coordinating tightly with Category Management, Contracting, Procurement, Supply Chain Operations, Project Management, Informatics/BI, and clinical leadership to ensure that product and technology decisions are evidence-based, financially sound, and operationally feasible. The Clinical Value Analysis Manager owns the CVA governance structure, standards, and metrics, and acts as a key liaison to physicians, clinical groups, and executive leaders for system-wide product evaluation, adoption, and vendor standardization. Job Duties: Program Governance, Strategy, and Operating Model: Manage overall Clinical Value Analysis activities and establish CVA standards, charters, policies, and workflows consistent with UTMB, UT System, and regulatory requirements. Stay current on trends, innovations, and regulatory changes impacting healthcare Design, implement, and continuously improve the end-to-end CVA operating model (intake, triage, analysis, committee review, trial, decision, implementation, post-adoption review) in alignment with Category Management and Contracting processes and timelines. Define and maintain a CVA performance dashboard and KPI framework (e.g., savings realized, cost avoidance, standardization compliance, trial throughput and cycle time, committee productivity, clinical outcome indicators where available). Ensure regular review of program performance with supply chain and clinical leadership. Leadership of Clinical Value Analysis Specialists: Provide day-to-day leadership, coaching, and performance management for Clinical Value Analysis Specialists, including work prioritization, service line/category assignments, and professional development planning to drive a high-performing, data-driven team. Allocate specialist resources across service lines and clinical categories in partnership with Category Managers, Contract Manager, and AVP of Supply Chain based on workload, complexity, and strategic priorities; adjust assignments as demand and organizational needs evolve. Cross-Functional Integration and Stakeholder Engagement: Partner with Clinical Category Managers and Contract Manager to align CVA workplans with category strategies, sourcing pipelines, and contract renewal schedules; jointly prioritize the VA pipeline of new item requests, standardization initiatives, and conversion projects by service line and category. Collaborate with Contracting leadership and Contracting FTEs to ensure value analysis decisions and standardization outcomes are reflected in contract terms, pricing, service level agreements, training commitments, and supplier performance measures. Coordinate with internal Supply Chain teams on projects and processes, and cross-functional initiatives such as conversions, backorder management, new product implementation, and data analytics Build and maintain strong relationships with key stakeholders; serve as a trusted advisor and primary point of contact for value analysis processes and product-related questions. Clinical and Financial Evaluation, Standardization, and Outcomes: Perform and/or direct cost-benefit analyses that consider clinical efficacy, patient outcomes, safety, total cost of ownership, reimbursement implications, and financial impact to the organization. Evaluate and prioritize standardization and utilization opportunities across assigned clinical categories and service lines, working with Category Managers, clinicians, and operational leaders to sequence and resource initiatives. Facilitate analysis and decision-making related to cost-savings ideas and opportunities for product and service standardization, ensuring that recommendations are supported by data, clinical evidence, and operational feasibility. Committee Participation, Communication, and Escalation: Serve as a key participant and advisor in value analysis committee meetings and working groups, ensuring that governance is followed, materials meet standards, and decisions are well documented. Communicate consistently with administrative leadership, physicians, and staff about product needs, preferences, and value analysis decisions; ensure alignment with organizational strategies, clinical standards, and category roadmaps. Provide executive-level updates on CVA program status, including pipeline, savings, clinical/operational impacts, and risks, to supply chain leadership, clinical executives, and relevant governance bodies. Serve as an escalation point for conflicts or misalignment among clinicians, Category Managers, Contracting, and Supply Chain Operations regarding product or vendor decisions; lead evidence-based consensus-building and elevate to executive leadership as necessary. Uphold CVA guiding principles while leveraging leading-practice tools and technologies to foster a culture of standardization, cost stewardship, and patient safety. Research, Compliance, and Continuous Improvement: Monitor policy and process compliance for all CVA activities, using audits, dashboards, and feedback to identify gaps and implement corrective actions. Engage with UT System and UT Alliance partners on category management and value analysis[1]related projects, representing UTMB’s interests and sharing/receiving best practices. Marginal or Periodic Functions: Participate in quarterly business reviews and meetings with suppliers, Category Managers, Contracting, and clinical leadership, providing CVA perspectives and program performance data. Participate in system implementation initiatives (e.g., Jaggaer go-live, analytics platform enhancements) that impact CVA workflows and data. Adheres to internal controls and reporting structure. Performs related duties as required. Knowledge/Skills/Abilities: Advanced written and verbal communication skills, including the ability to present complex analytical information to clinicians, executives, and operational staff in a clear and actionable manner. High attention to detail and organizational skills, with the ability to manage multiple concurrent priorities in a fast-paced, matrixed academic healthcare environment. Understanding of clinical functions within an academic healthcare setting and the impact of supply decisions on clinical practice, patient safety, and outcomes. Ability to lead cross-functional teams and drive new item adoption and standardization events to completion, coordinating efforts across CVA Specialists, Category Managers, Contracting, Procurement, Operations, and clinical stakeholders. Ability to critically review and interpret analyses of cost, quality, and outcomes associated with new product evaluation and adoption, and to use these insights to inform strategic decisions. Ability to establish reporting capabilities, define and track performance metrics, and provide follow-up reports to monitor the effectiveness of CVA and standardization initiatives. Ability to stay current on industry trends, drive product and process innovation, and understand regulatory changes that impact the healthcare supply chain and value analysis. Ability to identify, assess, and mitigate risks associated with new item adoption, product performance, and standardization decisions. Ability to communicate strategies, performance metrics, and contract-related considerations to diverse audiences, including clinical and non-clinical stakeholders. Ability to exercise considerable judgment in scheduling, prioritizing, and coordinating work for self and CVA Specialists. Ability to collaborate with all levels of stakeholders to resolve recurring but non-routine issues, including clinical preference conflicts and supply disruptions. Ability to build and maintain strong relationships with internal teams (legal, finance, informatics, end-users), clinicians, Category Managers, Contracting, and Supply Chain Operations. Ability to actively listen and handle difficult or delicate situations with diplomacy and tact, promoting a culture of respect and collaboration. Ability to understand the intended audience and tailor communication and content appropriately. Salary Range: Actual salary commensurate with experience. Work Schedule: Partial Remote, onsite at minimum twice a week. Monday through Friday, 8 am to 5 pm, and as needed on occasion.
