Occasional statewide travel may be required. Job Overview This position is a Project Manager III within Finance and Administration (F&A). The Project Manager III leads special projects, develops operational efficiencies, and implements new policies and procedures. The role collaborates with internal teams, external stakeholders, and state agencies to improve business practices and customer experience. Responsibilities Develop improved and new policies & procedures that affect the unit, department, and other state agencies. Act as a bridge between F&A, correctional facilities, other state agencies, and external stakeholders. Develop and bolster opportunities for the division in special project completion and tracking. Provide strategic leadership by setting goals, objectives, and priorities for the unit and support larger DOC goals. Lead strategic review of F&A’s current practices, modernization, process improvement, and customer experience initiatives. Strengthen program coordination by addressing operational gaps and ensuring clear communication and delivery of services. Formulate and negotiate internal, interagency, and business agreements with vendors and organizations, as approved by the F&A Director. Help identify, evaluate, and apply for local, state, and federal grants that advance department and F&A goals. Share actionable insights and recommendations with management to enhance overall support continuum. Implement program procedures to meet changing policies, directives, and legal outcomes. Be willing and able to travel to all state correctional facilities. Minimum Qualifications Professional experience in contract administration, business development, or financial tracking for nine (9) years. OR a combination of related education in Financial Management, Business Management, Business Administration or a closely related field and professional experience equal to nine (9) years. Required Competencies Self‑control and ability to work in stressful, potentially violent situations. Remain alert, emotionally stable, and mentally resilient under pressure. Tolerance to stress, confinement, and high‑stakes interaction. Read and comprehend English language. Communicate fluently in English verbally and in writing. Create accessible documents following plain language guidelines. Preferred Qualifications Project Management Certification: PMP or PRINCE2. Advanced Financial Modeling expertise. Experience in grant/fund accounting and post‑award compliance. Process optimization, e.g., Lean or Six Sigma. Vendor and contract management experience. Cross‑functional influence experience. Change management training, e.g., Prosci. Executive communication skills. Conditions of Employment Must be 21 years of age. Possess a valid, non‑restricted Colorado driver’s license and maintain a safe driving record. Possess a high school diploma or GED. Have no felony convictions. Must have valid U.S. work authorization; no H‑1B sponsorship. Successfully complete the Colorado Department of Corrections Basic Training, including defensive tactics and competency assessments. Physically able to perform defensive tactics, lift arms above head, stand on one or both knees, and handle physical control situations. Be willing to travel and work various shifts, including nights. Undergo TB screening upon hire. Background investigation required; must provide at least ten years of recent work experience.
