Responsibilities Prepares and distributes complex and technical bid invitations or requests for proposal, including logistics, warehousing, kitting, and cutting and packaging requirements; receives, analyzes, and recommends approval of bids most advantageous to Rosendin. Processes difficult and unique purchasing transactions according to state laws, federal statutes, policies, and procedures established by Rosendin. Assists departments with specification development and drafts RFPs. Reviews, analyzes, and approves all purchases where award is not made to the low bidder to ensure justification exists and policy is followed; also approves purchases of a non‑competitive nature. Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of deficiency and take corrective action. Plans all aspects of purchasing from project award to closeout. Negotiate contracts and formulate policies with suppliers and professional service providers. Oversees execution of the purchasing buy‑out. Maintains records of goods ordered and received. Works with estimating management, design professionals and site management. Provides feedback to assist in analyzing market and delivery systems to assess present and future material availability. Enforces procurement policies and procedures to project team. Handles projections, financial planning, expediting, delivery schedules, and project purchasing reporting. Develops and reviews all procurement analytics, reporting and deliverables. Provides supervision to buyer/expeditor when necessary. Qualifications Thorough knowledge of electrical equipment and construction materials. Working knowledge of procurement techniques, procedures, policies, and accounting. Excellent communication and interpersonal skills; must exhibit supervisory skills. Works independently with minimum supervision. Proficient in using a computer and Microsoft Office (Outlook, Word, Excel, etc.); Oracle. Prioritizes and manages multiple tasks, adapting to changing priorities as necessary. Works under time pressure and adapts to changing requirements with a positive attitude. Oral and written communication skills as required for the position. Self‑motivated, proactive, and an effective team player. Interacts effectively and professionally with all levels of employees, both management and staff, vendors, clients, and others. What You Bring to Us Bachelor’s degree in Accounting, Finance, Business Management or related discipline. Minimum 5 years electrical construction purchasing experience. Combination of education, training, and relevant experience. Travel Up to %. Working Conditions General work environment—sitting for long periods, standing, walking, typing, carrying, pushing, bending. Work is conducted primarily indoors with varying environmental conditions such as fluorescent lighting and air conditioning. Noise level is usually low to medium; it can be loud on the jobsite.
