PeopleSoft HCM Technical Lead

Job Summary:
The OCTO Business Systems Technical Master is a senior-level role responsible for leading and supporting the upgrade and modernization of PeopleSoft HCM applications and related financial and budget systems for a government agency. This position requires extensive experience in PeopleSoft technical and functional areas, strong knowledge of ERP integration, and the ability to translate business needs into technical solutions while ensuring alignment with industry standards and government requirements. Responsibilities:
- Formulate and define system scope and objectives based on user needs and business systems understanding.
- Lead and support PeopleSoft HCM application upgrades and modernization efforts for finance and budget systems.
- Provide subject matter expertise in PeopleSoft Payroll, Commitment Accounting, and Position Management.
- Analyze business and user needs, document requirements, and translate them into system specifications.
- Consult on complex projects as a top-level contributor in systems analysis considering business implications.
- Develop and modify procedures to solve complex problems considering technical constraints and desired outcomes.
- Support integration of ERP systems including Oracle Cloud, Oracle EBS, or PeopleSoft FSCM.
- Develop data extraction, translation, and load programs as required.
- Leverage knowledge of budgeting and position management in government environments.
- Utilize prior experience with federal PeopleSoft installations and District financial systems like SOAR.
- Bachelor's degree in Information Technology or related field, or equivalent experience.
- 16+ years of combined PeopleSoft technical and functional experience.
- Extensive experience with Software Development Lifecycle (SDLC) processes.
- Proven skills in requirements gathering and documentation.
- Proficiency with MS Office and PowerPoint for documentation and presentations.
- Strong knowledge of overall PeopleSoft HCM modules.
- Strong PeopleSoft technical lead experience.
- Expertise in Oracle SQL.
- Experience with PeopleSoft PeopleTools including Application Designer, PeopleCode, Application Engine, and Integration Broker.
- Experience with PeopleSoft upgrade projects.
- Experience integrating ERP systems such as Oracle Cloud, Oracle EBS/Finance, or PeopleSoft Finance.
- Experience integrating PeopleSoft HCM with budget systems like Hyperion, PeopleSoft Budgets, or Oracle Budgets products.
- Prior knowledge of District government financial systems such as SOAR.
- Experience with federal installations of PeopleSoft.
- Absences greater than two weeks must be approved in advance with contact information provided.
- Compliance with contractual terms including no reimbursable expenses and acceptance of supplier agreements.
- Contract period from August 25, 2026, to August 31, 2026.
