Program Coordinator-Waste Planning and Recycling

Future salary increases: June 2026 – 4.49% increase to base pay (3% Across-the-Board + 1.49% Market Adjustment) June 2027 – 4.49% increase to base pay (3% Across-the-Board + 1.49% Market Adjustment) Position Summary The Program Coordinator will be assigned to the Environmental Division, Waste Planning & Recycling section. The selected candidate will oversee updates to the Strategic Plan to Reduce Waste, implement Climate Action Plan programs, manage franchise hauler compliance, coordinate state regulation compliance, interact with industry and community partners, supervise staff, and perform other management and program coordination work. Travel to county locations and occasional outdoor work may be required. Key Responsibilities Create and implement waste reduction and recycling programs to meet the Strategic Plan and Climate Action Plan waste diversion goals. Update and maintain the Strategic Plan to Reduce Waste and related planning documents. Develop strategies to increase diversion rates and reduce landfill disposal in alignment with state and local regulations. Monitor progress toward waste diversion and greenhouse gas reduction targets; prepare reports and presentations for internal stakeholders and regulatory agencies. Collaborate with franchise haulers to ensure adherence to contract requirements and diversion goals; track performance metrics and verify compliance. Recommend adjustments to franchise agreements based on program outcomes and legislative changes. Coordinate with internal departments, external agencies, and community partners to support waste diversion initiatives. Develop educational materials and outreach campaigns to promote recycling and waste reduction; represent DPW at meetings, workshops, and public events. Analyze waste stream data to identify trends and opportunities for improvement; recommend policy updates and operational changes. Stay informed on emerging technologies and best practices in waste diversion to enhance program effectiveness. Minimum Qualifications Bachelor’s degree from an accredited U.S. college or university, or foreign education equivalency, AND four (4) years of professional experience in analysis, budget management, program administration, engineering, or closely related work involving planning and analysis; or a combination of education and experience as described.
