Tester (CJIS Application Tester)

Location: Hartford, CT 06105 Pay Rate: $42.25 - $42.68 / Hour Work Schedule: Monday - Friday, 7:30 AM - 4:00 PM EST (8 Hours/Day, Telework with in-person meetings as needed)

Job Overview: The CJIS Application Tester is responsible for system testing, User Acceptance Testing (UAT), requirements validation, and defect management for the Connecticut Information Sharing System (CISS) and related state criminal justice applications. This position handles the full lifecycle of test framework development, creates use cases, executes manual and automated testing, and maintains automation suites integrated into DevOps. Working closely with project managers, developers, and agency stakeholders, the Application Tester provides institutional knowledge of system architecture, traces complex integrated system defects, and maintains traceability matrices against contractual requirements.

Job Specifications:

• Create test use cases, execute test plans, generate test results reports, and document processes for the project and testing teams.
• Log, track, and support the resolution of defects within defect management tools, reporting findings to the Test Lead.
• Build, maintain, and expand automated testing frameworks, integrating automated test suites into DevOps processes.
• Validate Traceability Matrices against contractual requirements to ensure complete test coverage.
• Perform manual web services testing using SoapUI or Postman and work with complex XML standards (such as NIEM XML).
• Write and execute complex SQL queries within Microsoft SQL Server to perform backend data validation and data-driven testing.
• Collaborate with cross-functional teams including Developers, Designers, Testers, and CJIS Leadership on release management and system architecture.
• Prepare and deliver test progress presentations and reports for project managers, state officials, and stakeholders as required.
• Complete required CJIS state background investigation and sign confidentiality agreements prior to assignment.

Qualifications and Experience:

• 5 to 7 years of experience as an IT project tester with exposure to large-scale, complex integrated systems and Service-Oriented Architecture (SOA).
• Proficiency in core programming languages such as C# or Java.
• Proven experience in data-driven automation testing, automation reporting tools (e.g., Extent Reports), and version control systems (GitHub).
• Experience with web services testing (SoapUI/Postman) and XML standards (NIEM XML or similar complex XML).
• Scripting capability in complex SQL queries (MS SQL Server) and advanced proficiency in MS Excel.
• Experience in software design patterns and exposure to 3rd generation programming languages.
• Preferred: Working knowledge of the IBM Rational Jazz Suite.
• Requirement: Must pass the State of Connecticut CJIS background investigation. Candidate must be local or willing to commute/relocate for required on-site meetings.
