Program Analyst

Summary

This position is located in the DEA, This position is located in the Department of Justice, Drug Enforcement Administration, Operations Division, Office of Domestic Operations, Cyber Support Section (ODV).

This position(s) primary purpose is to provides programmatic and administrative support, vision and strategic planning relating to cyber and digital asset investigations; recommends new programs and evaluate existing programs that impact the ODV section.

As a Program Analyst your typical work assignments may include:

• Assisting in evaluating and recommending changes to existing or new programs affecting the Cyber Support Section.
• Overseeing multiple projects and deliverables, preparing daily and quarterly budget reports, performing budget realignments, and supporting DEA's Office of Finance.
• Providing programmatic oversight of contracts supporting the Cyber Support Section, including drafting Statements of Work, preparing procurement packages, tracking contractor work hours, and monitoring contract periods of performance and payments.
• Analyzing workforce and staffing levels using agency databases, supporting human resources processes.

Applicants must meet the required qualification requirements described below by the closing date of the announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcripts with your application.

Applicants applying for the GS-11 must meet one of the following requirements:

A. Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-09 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following: 1) Identifying and analyzing effectiveness of existing agency standards, regulations, programs, or policy to make recommendations on changes to programs; 2) Reviewing procurement package development; 3) Preparing daily budget reports; and 4) Reviewing and identify changes in workflow and the workforce.

B. Education: Have a Ph.D. or equivalent doctoral degree -or- three (3) full academic years of graduate level education leading to such a degree; or LL.M., if related.

C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
