Leadership Program Facilitator

Training & Development Specialist V – Leadership Program Facilitator Location: Austin, TX Overview Under the guidance of the Leadership Development Team Manager, the Leadership Program Facilitator designs, delivers, and evaluates leadership development programs across the HHS system. The role creates high‑impact learning experiences, provides individualized coaching, and consults with HHS divisions to identify and address leadership development needs. The Facilitator collaborates with team members to develop and refine content for programs, academies, workshops, conferences, and agency events. Essential Job Functions Develop and deliver high‑impact sessions for leadership programs and academies in in‑person, virtual, and hybrid formats. (40%) Provide one‑on‑one coaching to program participants to support individual development goals and reinforce application of program concepts. (15%) Develop and deliver workshops, conference breakouts, keynote presentations, and other professional development offerings for HHS staff and leaders as requested. (15%) Provide guidance and consultation on leadership and professional development topics and activities to HHS System divisions and programs. (10%) Determine evaluation methods and analyze participant feedback, learning outcomes, and program data to assess the effectiveness of content, presentation formats, and learning strategies. Prepare evaluations, reports, summaries, and recommendations. (10%) Assist with the design, development, and implementation of new technology to enhance leadership program experience and content delivery. Perform additional duties and special projects as assigned. (10%) Knowledge, Skills, and Abilities Leadership principles, practices, and techniques Processes, group dynamics, and interpersonal relations Training and development techniques and best practices Instructional design and curriculum development principles, including development of learning objectives Problem identification, analysis, and resolution Effective verbal and written communication Planning and budgeting of various employee development programs Evaluating quality and effectiveness of employee development programs and analyzing results Facilitating workshops, training, and development sessions and meetings Establishing and maintaining effective working relationships Training and employee development procedures and techniques Use of computer applications such as Word, PowerPoint, Excel, Microsoft Forms, and related software Manage workload within given timeframes and deadlines Summarize complex information for agency decision‑makers Assess and analyze employee development needs and develop effective project plans Apply instructional design and curriculum development principles to create effective program content and learning objectives Apply adult education principles, practices, and techniques Work independently and direct, coordinate, and guide team work without a reporting relationship Initial Screening Criteria Graduation from a four‑year college or university Experience training or facilitating may be substituted for education on a year‑for‑year basis Two years of training experience in a professional setting Public speaking and facilitation experience strongly preferred Experience facilitating training in a hybrid learning environment, including both in‑person and virtual delivery, using technology to engage participants and support effective learning outcomes is preferred Additional Information Position is located in Austin, TX and may allow a hybrid telework schedule with required on‑site work at the HHS North Austin Complex. Telework requirements may change based on business needs. Employment offers depend on available budgeted funds. Salary will be set per budget limits and within the posted range.
