Hearing Officer

This is a contract position with the Human Resources department. The Hearing Officer reports to the Director of Human Resources and Compliance and works part time. The essential duties and responsibilities include ensuring the quality of client and data files by reviewing and submitting results from the hearings. The hearing officer applies the 24 CFR 998 and Admin Plan laws by overseeing the legal process in the informal and grievance hearings. The Hearing Officer will conduct fair, orderly administrative proceedings giving both the housing agency and the participant an opportunity to present evidence and cross-examine witnesses during Informal Hearings. The Hearing Officer is appointed by the Tampa Housing Authority to serve as a Hearing Officer.

Education and experience required include a Bachelor's Degree in Finance, Business Administration, Public Administration, Sociology, Psychology, or related field and four (4) years of progressively responsible experience in Internal Auditing, Compliance, Public Housing, Financial Analysis and Research or related field. Certified Fraud Examiner or Certified Hearing Officer or the ability to acquire within one year of hire. Critical-thinking skills. Must apply rules of the law. Decision-making skills. Listening skills, reading skills, and writing skills.

A valid Florida Driver's License. Insurable under the agency's insurance policy is required.

Knowledge, skills, and abilities include knowledge of modern office practices, procedures, and equipment. Knowledge of HUD and organizational regulations, policies, and procedures. Knowledge of Section 8 program requirements. Knowledge required to oversee work that involves the use of complex technical, scientific, or mathematical concepts that increases the efficiency and effectiveness of the organization. Knowledge of business English, spelling, and vocabulary to prepare reports and documents. Knowledge of basic computer operations and data entry. Ability to understand and follow oral and written instructions. Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions. Ability to operate basic office equipment including a computer, fax machine, telephone, copy machine, etc. Ability to establish and maintain effective working relationships with other employees. Providing information in a polite and efficient manner, both in person, and on the telephone. Ability to use sound judgment to make decisions in accordance with established procedures and guidelines. Ability to review files and reports to determine whether established procedures have been violated. Ability to use a computer to generate statistical and other reports. Skill in communicating orally with others, particularly clients and landlords to explain responsibilities, resolve disputes, and answer questions.
