Pregnancy Program Project Specialist

Job Summary:

The Pregnancy Promise Program Project Specialist supports a state grant initiative aimed at assisting pregnant individuals with substance use disorder (SUD) to achieve sustained recovery and reduce neonatal abstinence syndrome. This role involves collaboration with managed care entities, healthcare providers, and community organizations to coordinate care, develop education, and address social determinants of health. The position requires managing complex case management programs, analyzing data, facilitating stakeholder engagement, and ensuring compliance with federal and state guidelines to improve maternal and infant health outcomes. Responsibilities:

• Develop and revise project materials and outreach for referring agencies and community organizations.
• Monitor, review, and analyze performance outcomes and data quality for managed care entities (MCEs).
• Ensure accurate enrollment data is submitted and maintained in state systems such as CoreMMIS.
• Create and update training materials for MCE Complex Case Managers.
• Assist with stakeholder presentations and statewide travel for outreach and education.
• Contribute to quarterly and annual CMS grant reporting and documentation.
• Develop and facilitate a statewide Best Practices Forum for Complex Case Managers.
• Research, draft, and disseminate best practice guidelines and program manuals.
• Manage grant funds in compliance with federal and state requirements.
• Conduct field visits to address implementation barriers and support case managers.
• Coordinate regional meetings and Medicaid-related listening tours.
• Serve as liaison for enrollees, providers, and community partners, responding promptly to inquiries.
• Support website development and management for program resources and referrals.
• Obtain and maintain Indiana Navigator licensure and assist with Medicaid applications for enrollees.
• Promote equity and inclusivity in all program materials and collaborations.
• Resolve disputes and support managed care case managers on client issues and best practices.
• Coordinate with educational teams for curriculum development and scheduling.
• Maintain accurate meeting minutes and support data analytics initiatives.

Required Skills & Certifications:

• Bachelor s degree in social work, public health, public administration, or related field (4 5 years healthcare/compliance experience may substitute).
• Experience managing federal or state grants, including budget oversight.
• Knowledge of state and federal laws, regulations, and policies related to addiction treatment.
• Strong analytical, written, and oral communication skills with ability to formulate recommendations.
• Experience working with diverse stakeholders including individuals with lived experience, families, advocates, and mental health/addiction providers.
• Knowledge of planning, program development, and evaluation methods.
• Extensive understanding of Medicaid, waiver services, managed care, and related state laws and policies.
• Experience in care coordination and case management preferred.
• Proficiency with standard word processing, spreadsheet, and database software.

Preferred Skills & Certifications:

• Indiana Navigator licensure (8 hours training, provider quiz, IDOI exam).
• Experience with implementation science frameworks and quality improvement methodologies.
• Expertise working with culturally diverse and at-risk populations.
• Prior experience in maternal and infant health programs or addiction recovery services.

Special Considerations:

• Must respond to communications within 2 business days.
• Occasional lifting up to 10 lbs and extended computer use required.
• Work involves conflict resolution in potentially adversarial environments.
• Position requires creativity, flexibility, and multitasking in a multidisciplinary setting.
• Travel statewide for meetings, presentations, and field visits is required.
• Must maintain confidentiality and professionalism in sensitive situations.

Scheduling:

• Hybrid work schedule with approximately 2 days in office and 3 days remote or traveling.
• Travel expected to be 40-50%, including occasional overnight stays; travel expenses reimbursed except travel to Indianapolis office.
• Position duration from November 16, 2026, through September 30, 2027, with possible extension.
• May require extended hours during high-volume periods.
